Sixth Pay Commission Recommendations.
The government has decided to pay higher salaries of Rs 67,000 to Rs 79,000 to up to 40 per cent of the professors in centrally funded technical institutes, including the IITs and the IIMs.
Under the Sixth Pay Commission recommendations, professors in the central institutes were entitled to between Rs 37,400 and Rs 67,000 a month with an additional grade pay of Rs 10,500 to Rs 12,000.
There was, however, a condition. At any point, only 40 per cent professors of an institute were to be eligible for the additional grade pay of Rs 12,000 a month, subject to their performance.
IIT teachers had been up in arms against the condition because they felt the 40 per cent cap would discriminate against young professors.
Now, in the New order , the Ministry has said that instead of movement up to AGP of Rs 12,000 per month, 40 per cent of the professors would move to HAG. “It has now been decided in consultation with the Department of Expenditure to extend the HAG scale of Rs 67,000-Rs 79,000 without any Grade Pay in place of AGP of Rs 12,000 per month. The AGP of Rs 12,000 per month does not exist anymore,” the HRD notification states.
The Mizoram state Cabinet sub-committee on 6th pay recommendations submitted its report to Chief Minister Lal Thanhawla.
The pay panel headed by Personal and Administrative Reforms Minister H Liansailova proposed on January 1, 2010 as the effective date, against the Fitment Committee’s earlier proposal of January 1, 2006, without arrears.
Liansailova said the reports had been prepared in line with implementation of the sixth pay recommendations in states like Punjab, Haryana, Orissa, Meghalaya, Tripura and Arunachal Pradesh and taking into consideration the proposals and grievances of as many as 84 service associations under the Mizoram government.
The sub-committee recommendations have excluded contractual and muster-roll employees, pensioners and employees of colleges and of law and judicial department.
While pointing out that certain privileges have been shown to Grade IV workers, who have no scope for promotion, the committee chairman made it clear that arrears would not be paid.

The Union Cabinet decided to raise the ceiling of gratuity payable to employees in the private sector from Rs. 3.5 lakh to Rs. 10 lakh.
The decision will bring the private sector employees at par with the government employees in terms of gratuity benefits. The decision follows the Sixth Pay Commission recommendation that has raised the limit for Central Government employees.
Labour and Employment Minister Mallikarjun Kharge held a number of consultations with stakeholders to arrive at a consensus on the issue.
The Sixth Pay Commission report for a revised payscale for state government employees has come as a boost for the 15,000-strong staff members engaged with various tea companies in Assam.
State government has issued due orders to grant benefit of sixth pay commission to officers and employees of all the seven Universities on Wednesday. Government has authorised university administration to give the benefit of pay scale to the employees. Due to this there will be no additional financial burden on the Government.
According to the orders issued by Higher Education Department conditions have been fixed to grant pay scale to professors in the university. Department has clarified that the University will bear the additional burden of finances though its sources. Barring grant State government will not give any other financial help. Higher Education Department has made it clear that University will be able to give benefit of new pay scale to its employees after making estimate of its financial resources by consent of competent officer.
It is worth mentioning here that in all the seven universities of State officers and employees were agitating for sixth pay scale. Due to this work of universities was stalled.
The government on Thursday assured senior medical teachers that they would get revised wages in accordance with the UGC's recommendation for the Sixth Pay Commission.
About 250 medical teachers, belonging to the Sir JJ Group of Hospitals, took a mass casual leave on Thursday to protest against the non-implementation of the UGC recommendation. "We met finance minister Jayant Patil who assured us that our demands would be met at the earliest,'' said Dr Bharti Kodvilkar, spokesperson for the Maharashtra Medical Teachers Association. Though senior medical teachers kept away from work for the day, they were available for emergency duty. "Resident doctors took care of the rest of the work,'' she said.
A senior official of the department of medical education and research, however, said though the government was ready to grant the doctors' demands, it was trying to work out a joint plan for all teachers, especially those in other universities. "Once the common formula is worked out, we will make an announcement,'' said the official.
At JJ Hospital in Byculla, about 50 major surgeries were rescheduled because of the "strike'', said dean Dr S Inamdar. "The casual leave affected us to some extent but our medical officers and resident doctors managed the day,'' he added.

Maharashtra Health Directorate officials across the state as they went on an indefinite strike from midnight demanding implementation of sixth Pay Commission report, at par with the Centre.
District health officers, deputy directors and other senior officials of the Health directorate all over the state went on mass leave from today.
"However, emergency services and post-mortem department will be available to the public today and tomorrow," senior doctors of the Directorate said yesterday.
If Government does not heed to our demands within two days, from July 23 onwards, even the emergency services and post-mortems will be stopped completely, the doctors said.
The doctors and officials will also boycott indefinitely all official meetings convened by the Minister, additional chief secretary and all other meetings.
Maharashtra Government is on the way to implement the Sixth Pay Commission scales for college and university level teachers in the state within a month.
Higher and Technical Education Minister Rajesh Tope said during question hour that
the issue will be discussed in the cabinet and that arrears for last three years amounting to Rs 1,500 crore, would be paid.
Tamil nadu government orders release of sixth pay commission scales. The announcement came from Finance Secretary of state, Mr K. Gnanadesikan.
Revised pay-scales, effectively a hike of about 25 per cent and a doubling of allowances, will benefit over 12 lakh State Government employees and over 6 lakh pensioners and family pensioners.

Govt has decided to grant higher scale for the Officers belonging to batches of Organized Group A Services that are senior by two year or more and have not so far been promoted to that particular grade .

The revised pay structures announced by the Jammu and Kashmir government will benefit around 0.35 million employees and 85,000 pensioners in the state at the cost of nearly Rs 1600 crore annually.The state government took special permission from the Election Commission to make an announcement in this regard.
Clearing the air on House Rent Allowance (HRA), there is an increase up to 63% on the existing rates in the revised scale.
In its order, the revised pay scales have also been adopted for employees working in Public Sector Undertakings (PSUs) in the state.
The upper sealing of gratuity has been enhanced from Rs 3.5 lakh to Rs 10 lakh on the central pattern and the computation of pension has been allowed at 50% of emoluments or average emoluments whichever is more beneficial to the government employees
Rectifying earlier anomalies in the Sixth Pay Commission, the government has accorded financial sanction for moving Lieutenant Generals and equivalents into a higher pay band. The orders were signed by the Ministry of Defence
Lieutenant Generals and equivalents (other than Army Commanders) have been placed lower in pay than Directors General of Police. A substantial number of three star generals will now be placed in the Higher Administrative Grade--Plus (HAG+) pay band of Rs 75,500-80,000.
Lieutenant Generals and equivalent holding the appointments of GOC-in-C (Army Commander) or equivalent in the sister services are already in the apex scale of Rs 80,000 (fixed).
The anomaly of lowering of status of Lt Gens crept up when they were placed in pay band-4 (Rs 37,400--67,000) with grade pay of Rs 12,000 while state police chiefs were upgraded to HAG+ at the time of implementation of the sixth CPC recommendations.
More than 8.3 million central government employees and pensioners will have to wait till at least August 2009 to receive the second instalment of Sixth Pay Commission arrears.
This became clear from the Interim Budget presented last week, which has not sought Parliamentary approval in its expenditure estimates for the first four months of the next fiscal starting April 2009, said a senior finance ministry official.
The government is estimating a total spend of Rs 47,500 crore for implementing the Sixth Pay Commission in the current and next financial year. Around Rs 27,000 crore is towards payment of arrears, as the implementation is from 2006.
Government has issued orders for placing officers of the rank of Lieutenant Colonel and equivalents in the pay band-4.
As per the new orders, Lt Cols will now be in upgraded pay bracket of Rs37,400-67,000 (PB-4) with a grade pay of Rs8,000 from the earlier scale of Rs15,600-39,100 (PB-3) with a grade pay of Rs7,600. The Services were demanding a grade pay of Rs8,700 for this pay band created after the 6th Pay Commission recommendations.
With upgraded pay-scales, Lt Cols and their equivalents in the other two services will now be senior to deputy secretaries in central government, directors in state governments and senior superintendents of police, commandants (junior grade) in the Coast Guard and the non-functional selective grade in central engineering services.
As per the letter issued by a senior defence ministry official, PB-4 would now be applicable to tenure postings with Defence Research and Development Organisation (DRDO), Director General (Quality Assurance) and National Cadet Corps as these organisations fall within the purview of the ministry and the pay allowances are paid from the its budget.
Officers on deputation and training on foreign assignments would also be in PB-4.
Officers posted with organisations such as Assam Rifles, National Security Guards and Border Road Organisation (BRO) will also benefit from the government’s move.
There is a modification in the Travelling allowance rule in the sixth pay which was based on the reimbursement principle. In that case Officers have to produce receipts for the amount spent on accommodation, food, transportation etc.
Officers who had to travel on duty to remote places could not get the receipts for the amount spent by them for food as they had to use small hotels and it is difficult to get bill from there.
By the issue of new Ofice Memorandum dated 22.01.2009, as the Govt has decided to sanction daily allowance on tour, based on earlir office memorandum dated 17.04.1998 in case the officers opted to claim slab rate based daily allowance instead of reimbursement based travelling allowance prescribed vide office memorandum dated 23.09.08.
The new order provides the choice to the Officers for claiming the Travelling allowance either based on old TA rates or at actuals using the bills for food etc as per the office memorandum dated 23.09.08.
The Uttarakhand cabinet extended the benefits of the Sixth Pay Commission to all government-aided school staff both
teaching and non-teaching.
The move comes following a prolonged agitation by the teachers and non-teaching staff of aided schools who were left out of the ambit of the Sixth Pay Commission.
The cabinet also decided to accept the demands of the state government employees for grade pay and approved the Assured Career Progression (ACP) scheme under which an employee would get a higher grade after every 10 years in service in case no promotion was given during the period.
Speaking to reporters after the cabinet meeting, state chief secretary Indu Kumar Pandey said all government employees working in border areas would be given hill development allowance which was earlier not being given to them as they were getting border area allowance.
Areas would be identified which are higher that 1,000 metres and allowance would be paid which would range between Rs 150 and Rs 540 in accordance with the grade pay, said Pandey. Valleys located over a height of 1,000 metres but lower in altitude would also be included .
He said an enhanced family planning allowance would be given to the employees. House rent allowance would be raised for state government employees.
Pandey said these decisions would cost the exchequer Rs 200 crore every year. Besides, an additional Rs 900 crore would be paid as arrears.
He said collective insurance cover for government employees would be raised to amounts ranging from Rs 1 lakh, Rs 2 lakh to Rs 4 lakh, respectively, depending each employee's contribution. Earlier, these amounts were Rs 30,000, Rs 60,000 and Rs 1.2 lakh, respectively.
An apex body of Nagaland government employees has demanded pay parity with their counterparts in central government as per the sixth pay commission awards.
Confederation All Nagaland State Services Employees Associations (CANSSEA), in a memorandum to the Chief Secretary Lalhuma, said the central government had already accepted and implemented the pay commissions recommendations and even some states also assured their employees to implement the same.
Urging the state government to implement the pay commission awards in Nagaland, the Confederation demanded revision of basic pay, fixation of initial pay in the revised pay structure, merger of DA, non-practicing allowance, assured career promotion scheme, annual increment, performance related increment scheme, house rent allowance, remote locality allowance, transfer allowance, transport allowance, children education allowance, risk allowance, maternity leave/child care leave, pension benefit to employees.
Meanwhile, IPS cadres of Nagaland have also urged the state government to make effective soon the new revised pay scales for them as per recommendations of the sixth pay commission in the state

About Three lakh Government employees started strike on Wednesday (07/01/2009) for implementation of the sixth pay commission recommendations.
General Secretary of Bihar State Non-Gazetted Employees Federation (BSNGEF) Manjul Kumar Das claimed that functioning of the government, from the block to the secretariat levels, had come to a standstill due to the strike.
Nearly three lakh employees owing allegiance to Bihar Secretariat Services Association (BSSA) and Bihar State Non-gazetted Employees Federation (Gope) faction went on strike as they felt "cheated" by the offer made by deputy Chief Minister Sushil Kumar Modi, he said.
The government, on the other hand, claimed that functioning of the secretariat was normal as officials and other employees had reported for duty.
"There is no adverse impact of the strike and the secretariat's functioning is nearly normal as necessary work is being done," principal secretary, personnel, Amir Subhani said.
Subhani told reporters that the employees who were willing to work would be given protection and those on strike would not be allowed to forcibly prevent others from working.

Despite the "ESMA" threat from Government, Employees decided to continue the strike in Arunahcal pradesh. Their demand is for implementing the sixth pay commission recommendations with arrears for 3 years.
The Confederation of Service Associations of Arunachal Pradesh (CoSAAP), decided to go for third phase of movement from January 5 when their members would attend respective offices but would not work.
Chief Minister Dorjee Khandu is ready to put up a committe to discuss the issues. It may be headed by retired judge of High Court.
