The Secretary, Posts had taken a meeting with staff side on 12.07.2010 to discuss the charter of demands at 11 am and the following are the outcome on the charter of demands.
1. There will be no closure of single handed post offices.
2. The demand of the staff side that the annual increments to the erstwhile GDS SPMs should be continued will be considered positively.
6. There will be no violation of earlier agreement on status quo of RMS & MMS with 10000 mails. Any violation if brought to the Directorate’s notice it will be set aside.
7. The Departmental council & periodical meetings will be held regularly hereafter. Next meeting will be held in next month August 2010.
8. The demand of higher pay to TBOP &BCR for the earlier period will be considered along with the cadre review proposals.
9. There will be no harassment in Project Arrow offices. Furnishing wrong data’s and showing as delivered or redirected will not be allowed hereafter.
10. The demand of the staff side to assess the vacancies as per establishment strength and actual strength in all cadres will be considered and all Chief PMGs will be addressed and appraised to fill up all the vacant posts forthwith during video conferences personally by the Secretary (P).
11. A committee consisting four staff side representatives with DDG(P) & DDG (Est) will be constituted and the process of the proposals of cadre review for all cadres will be completed before the end of 2010.
12. Separate discussions will be made on the proposal of creation of Postmasters cadre also.
13. The welfare schemes to GDS like grant of pension, medical, the proposals were already cleared by the Postal Board and submitted to nodal ministries for approval. It will be expedited.
14. It was assured to reconsider the norms for cash handling to BPMs and also fix fresh norms to RPLI and NREGIS scheme shortly.
15. The proposal for higher pay to Driver with Grade pay of 2400 has been sent to the Ministry of Finance.
16. The revision of O.S.A rates will be made within one month.
17. Technology training to workshop staff will be provided.
18. The proposals for the grant of minimum pay as per the Sixth CPC to casual labourers have been submitted to Ministry of Finance for approval. It will be expedited. The demand of the staff side to grant revised GDS pay to GDS substitutes will be considered.
19. The issues related to postmen norms, delivery, beat etc will be discussed shortly and final decision will be taken before the end of October 2010. One committee will be constituted to sort out the issues.
20. The plea of the staff side to ignore benchmark for MACP has been accepted and the Secretary told the DDG to cause orders today itself. Another request to ignore the earlier declining of LSG promotions prior to the receipt of MACP orders will also be considered.
21. The proposal of the staff side to create System assistant instead of System administrator will be considered along with the cadre review proposals. The orders relating to road mileage allowance will be released shortly. The distribution of work & responsibility etc will be looked into along with the cadre review proposals.
22. The Recruitment Rules for Multi tasked staff will be finalized shortly. Our request to finalise the rules with no educational qualifications as if available to erstwhile Group D has been accepted.
23 The issues relating to Postal accounts like filling up of posts, amalgamation of Group C etc will be discussed further with DDG (PAF).
24. The suggestions of the Admin union about centralization of PLI claim at RO & CO will be considered. Further a separate meeting will be organized with their union to discuss about their issues.
25. Clarificatory orders will be issued soon providing officiating pay to the officials holding higher posts like HSG II & HSG I.
26. The issues of the postal Civil wing will be discussed separately.
Indefinite strike of Postal Employees which was scheduled to begin on 13th July , 2010 Tuesday, postponed.
The strike was called by Postal employees organizations FNPO (Federation of National Postal Organization ) and NFPE (National Federation of Postal Employees) .The Main demands are stop privatization in Postal Departments, immediate recruitment to meet staff shortage and redesign Project Arrow that has overburdened the employees as it demands 100 per cent delivery.
Around 150,000 workers of Bharat Sanchar Nigam Ltd (BSNL) will started a two-day strike from Wednesday demanding a higher wage revision.
The All India Graduate Telecom Officers Association (AIGETOA) of engineers went on an indefinite strike demanding that officers on deputation from the department of telecom be absorbed into the company so that they become more accountable.
The strike by the engineers would impact operations of the telecom firm as most of the striking engineers are head technical teams in different zonal offices. Customer services like collections and fault repairs would also be affected from tomorrow because of the participation of the non-technical staff, according to the unions.
Around 22 lakh Maharashtra government employees, including secondary school and junior college teachers, will go on indefinite strike from August 4 demanding implementation of the 6th Pay Commission.
Over 30,000 university and college teachers have already been on indefinite 'cease work' strike since July 14 asking for implementation of 6th Pay Commission and solution for other demands in writing.
The government employees, including secondary school and junior college teachers, will be on strike under the banner of Maharashtriya Rajya Sarkari Madhyavarghi Sangatna (MRSMS), its convener R G Karnik said.
The Coordination committee of teachers organisations, Bombay (CCTOB) said the government attacked the teachers and other government employees by its regulation of May 13, 2009.

Maharashtra Health Directorate officials across the state as they went on an indefinite strike from midnight demanding implementation of sixth Pay Commission report, at par with the Centre.
District health officers, deputy directors and other senior officials of the Health directorate all over the state went on mass leave from today.
"However, emergency services and post-mortem department will be available to the public today and tomorrow," senior doctors of the Directorate said yesterday.
If Government does not heed to our demands within two days, from July 23 onwards, even the emergency services and post-mortems will be stopped completely, the doctors said.
The doctors and officials will also boycott indefinitely all official meetings convened by the Minister, additional chief secretary and all other meetings.
Over 23-lakh employees of the Maharashtra Government, local self-government bodies and teachers would go on an indefinite strike from August 4 to demand parity with Central government staff in allowance as per the Sixth Pay Commission report.
The strike would cover state government staff, zilla parishad employees, gazetted officers, Kulthe said adding the teaching and non-teaching government staffs would also observe a day's strike on July 14.

A month long strike by over 3 lakhs Bihar government employees ended following a Patna High Court order.
A division bench of the high court ordered the association of the government employees to end the strike after the state government assured the leaders that it would consider their demands.
The court directed the employees to return to work and ordered the government to resolve the deadlock by March 31.
Earlier, the government had submitted before the high court that it will not hold negotiations with the employees until they return to work.
Last week, the government decided to terminate the services of the striking employees. It had reportedly prepared the termination letters of nearly 1,000 employees to break the strike.
The employees went on a strike for an indefinite period from Jan 7 demanding implementation of the recommendations of the Sixth Pay Commission in “letter and spirit”. The government had refused the demands citing funds crunch.
Government employees in Jammu and Kashmir to go for a strike on January 28
Government employees in Jammu and Kashmir threatened a one-day strike on January 28 if government fails to implement recommendations of the Sixth Pay Commission in the state.
"If government fails to announce implementation of sixth pay commission in Jammu and Kashmir by January 27, all government and public sector undertaking employees in the state would go on the strike on January 28," Jammu Joint Committee (JCC) members Ram Kumar Sharma and Gaffoor Dar told reporters.
Its other demands are enhancement of age from 58 to 60, rectifying of pay anomalies and increase in daily wages.
"If government failed in this, over five lakh employees will go on strike on January 28 and it will bring the government's working to a halt," Dar said.
The duo alleged that NC-led government has been delaying the implementation of the sixth pay commission and such a stand of the government would result in a violent agitation by the employees.
About Three lakh Government employees started strike on Wednesday (07/01/2009) for implementation of the sixth pay commission recommendations.
General Secretary of Bihar State Non-Gazetted Employees Federation (BSNGEF) Manjul Kumar Das claimed that functioning of the government, from the block to the secretariat levels, had come to a standstill due to the strike.
Nearly three lakh employees owing allegiance to Bihar Secretariat Services Association (BSSA) and Bihar State Non-gazetted Employees Federation (Gope) faction went on strike as they felt "cheated" by the offer made by deputy Chief Minister Sushil Kumar Modi, he said.
The government, on the other hand, claimed that functioning of the secretariat was normal as officials and other employees had reported for duty.
"There is no adverse impact of the strike and the secretariat's functioning is nearly normal as necessary work is being done," principal secretary, personnel, Amir Subhani said.
Subhani told reporters that the employees who were willing to work would be given protection and those on strike would not be allowed to forcibly prevent others from working.

Despite the "ESMA" threat from Government, Employees decided to continue the strike in Arunahcal pradesh. Their demand is for implementing the sixth pay commission recommendations with arrears for 3 years.
The Confederation of Service Associations of Arunachal Pradesh (CoSAAP), decided to go for third phase of movement from January 5 when their members would attend respective offices but would not work.
Chief Minister Dorjee Khandu is ready to put up a committe to discuss the issues. It may be headed by retired judge of High Court.
