Fresh recruits to Central Government may be are allowed to travel to their home town along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility shall be available to the Government officers only for the first two blocks of four years applicable after joining the Government for the first time. The blocks of 4 years shall apply with reference to the initial date of joining the Government even though the employee changes the job within Government subsequently.
1988, the Government have decided to permit Government servants to travel by air to North Eastern Region on LTC as follows:
i) Group A and Group B Central Government employees willbe entitled to travel by Air from their place of posting or nearest airport to a city in the NER or nearest airport ..
(ii) Other categories of employees will be entitled to travel by air toa city in the NER from Guwahati or Kolkata.
(iii)Al lCentral Government employees will be allowed conversion of one block of Home Town LTC into LTC for destinations in NER.
These orders shall be in operation for a period of two years from the date of issue of OM.

I have gone through the Rule 8 Type of LTC for new fresh recruits of OFFICE MEMORANDUM of F. No. 31011/4/2008 Estt. (A) dated 23rd September 2008 (Department of Personnel & Training, Ministry of Personnel, Public Grievances & Pension) and Page No. 357 of Swamy’s Handbook 2009, in which it is stated that “Fresh recruits to Central Government are allowed to travel to their hometown along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to the employees only for the first two blocks of four years applicable after joining the Government for the first time. The blocks of 4 years will apply with reference to the initial date of joining the Government even though the employee changes the job within Government subsequently. The existing blocks will remain same but the entitlements of the new recruit will be different in the first eight years of service. All the other provisions concerning frequency of travel under LTC are retained.” And in swamy's handbook 2009 on Page No. 355, it is written under the heading 1. Eligibility, “Any employee with one year of continuous service on the date of journey performed by him/his family is eligible.”
Reason of Doubt: If fresh recruits are not eligible to claim LTC in the first year before completion of one year in service, then he/she can avail only seven occasions (losing one occasion benefits of LTC) in 8 years since the rule of the frequency (once in a year) of travel is retained. This seems a contradiction to the new Rule 8 Type of LTC in which states that “fresh recruits are allowed to travel to their hometown along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to the employees only for the first two blocks of four years applicable after joining the Government for the first time.”
Now, first my query is that whether I am eligible to claim LTC facility for hometown visit before completion of one year of Service as per new O.M. dated 23rd Sept. 2008? I am planning to visit hometown on 7th Feb 2009 but I joined office on 19th May 2008 at forenoon i.e yet to complete one year of service on date of journey. Secondly, whether this new Rule 8 Type of LTC stated above for fresh recruits will supersede the existing eligibility criteria?
I want to avail LTC facility travelling in ITDC bus from Delhi to Char Dham. Our office people say that they will give the shortest route to Kedarnath(as per my entitlement by train) My grade pay is 4200.
Kindly tell me whether I am eligible for LTC if I travel by ITDC/STDC tourism buses ? Ofcouse, I cannot claim accomodation and food. But I feel that I can claim transportation charges. Kindly guide.
I have travelled from Ahmedabad to Bagdogara by air via Delhi. I was on LTC to NE Region as allowed to Central Govt. Officers by Noti. & under LTC80 scheme. Now, Our Account Officer grant me air fare from Ahmedabad-Bagdogara via Kolkatta (considering it as shortest route.) But, going bagdogara from Ahmedabad via Kolkotta is not feasible as no connectivity on the same day or next day. Under the circumstances, i am of the view that air fare from Ahmedabad-Delhi-Bagdogara should be sanctioned. In no case i am be forced to stay at Kolkotta Air port for two days. I had joined govt. service approx 29 yrs back and at that time I had decleared my home town at the same station where my job is. But after few years I had to visit to another station where my close relative/sister is residing and I have used my four LTC of block year 4 to the same place and because of this I was unable to utilize it for all India LTC. latest rule is all official should travel in Air India only.as such i doubt whether you can get reimbursement.

I got promotion in June -2008 in which the office has given 8000-13500/- scale with grad pay of 5400/-.

After Six pay commission w.e.f 1.1.2006 a special pay revision has been given that who are getting the scale of 7500-12000/- , (after completion of 4 year service) shale be entitle in the scale of 8000-13500/- scale with grad pay of 5400/-..

I have visited NEZ Ltc. I have taken air from my nearest airport i.e; Patna. I am to the post of Steno Gr. III and after Ist ACP I have been granted GP 4200. As per NEZ Ltc order any Gr.A & B Govt. Servant can taken air service from local city or nearest airport.
and as per notification of Govt. of India GP 4200 has been declared as Gr B Govt. Servant. Whether fare from Patna to Kolkata is admissible to me or not.

Mr. X has submitted Bill of LTC Advance after his visit to any place in India for the block year 2006-2009 He went to Puttaparthi, Andhra Pradesh, with his spouse. Mr. X is entitled to travel by Air Economy Class/AC-I Class Rail, he travels by Private airline in December 2010 which is prohibited by order because travel only by air india is allowed. he then travels from banglore to puttaparthi and back to banglore by taxi,, which also is not allowed,, but while travelling back to delhi he takes a flight by indian airlines,,
So the question is whether he will be entitled to LTC reimbursement at all? or part LTC reimbursement be given only for the banglore to delhi sector,, if yes what is the clause,, if no what is the clause??

I have submitted an advance claim for LTC for Air ticket for NEZ 90 days prior to my date of journey, enclosing the xerox copy of the purchased ticket. Kindly confirm whether I am entitled to get advance 90 days before the journey?

I am joined in as a LDC in 1987 and get the 1st acp in 1999 4000-100-6000 but 6th pay commission give the 2400 grade pay and macp 1-8-2008 they give me 2800 grade pay in pay band 9300 but i think they are give me 4200 grade pay.

I join the central govt services in april 1999 and wanted to avail the Home Town LTC in Nov.2010 but due to assembly election in Bihar office havn't given any note that your LTC is sanction or not and I went on leave, then at my home office send a note that your LTC has not sanction come and join the office? I am going to avail the HTC for Nort East and I have booked my ticket from new Delhi to Bgadogra by direct air india flight under LTCQ but in return journey my ticket by air india under LTC 80 & LTCQ is Bagdogra to new Delhi via Kolkatta and the fare is approx. hai you have dual facility as even your wife is in Delhi state govt.she can avail her LTC to home as per her official records thrice & once to any where in india once along with your family(only your children,not your parents if they are dependent on you)in a Block year, say 2010-2013.All she needs to declare that you have not availed the same facility (in what so ever form i.e free pass etc).if your pass can be availed to any place in INDIA ,with a change of place every year than its good you avail pass along with your direct dependents and let her forgo this facility.
she can just apply leave for ltc and go along with you without taking any LTC advance.

I am an employee of Kolkata Customs with G/Pay Rs.4600/-. I had to attend All India CRSB Cultural Meet at Vadodara on 15.02.2011 by Air (Private) as per our Estt. Order No.32/2011 dated 09.02.2011. Due to non-availability of railway ticket within a very short span of time, I had to travel by air. Thereafter I claimed my TA/DA reimbursement bill with a request to restrict the amount of railway fare, if air fare is not admissible, but our Accounts Department just hold on the bill till date.
Kindly clarify the same whether the railway fare is admissible or not.

i am appointed in the govt service in the year 2007 wheareas i have not availed any kind of LTC till date can i avail two year block 2011-12.
The basic entitlement of a government servant is for HTA. In lieu of the 2 HTA in a block of four years, he gets All India LTC in 1 of the 2 times in the block of 4 years.
By the same logic, he is entitled to convert one of the 2 HTA in the block of 4 years to All India LTC for visiting J&K by virtue of the OM issued by DoPT; even if he is posted in his own Home Town.
Please note that the DoPT OM speaks of 'all employees' & does not exclude any category while granting the facility of conversion.

Sir I working as scientific Officer in DAE. I joined the department in 2007. recently in 2011, I availed the LTC for my parents from my Headquarter (Mumbai ) to my Hometown (Jammu). I had booked the Air India Economy Ticket from Balmer Laurie. As there is no direct flight to Jammu by Air India . I have to Go via Delhi to Jammu. The LTC 80 fare during that period is 17100.00 per person. the cost of my ticket from Mumbai to Jammu is 14230.0. However, the ticket from Delhi to Jammu cost 8850.00 but the ltc 80 fare from delhi to jammu was 5800.0. But My total cost of journey from my head quarter to Jammu is less than prescribed total LTC 80 fare.
My Account section has given me only economy fare from Mumbai to delhi ( Rs 5085 while max LTC 80 amount in this sector was 11000)and LTC 80 fare from delhi to jammu and not the actual fare from Mumbai to Jammu( which is less than Maximum LTC 80 fare from Mumbai to Jammu i.e.14230 as compared to approx.17000)

Admissibility regarding Emergency Passage Concession for N-E region Posting.
I am a central government employee. My home town is Moirang in Manipur and my posting is at Agartala in Tripura State. Both states ( i.e. place of posting & my hometown) are belonging to N-E region. Now, my query is whether I’m entitled for the two additional emergency passage concession of N-E region for visit to home town in Manipur?

I joined the duty on 27/04/2006.I availed LTC benefit for 2010 but could not for 2011. As per rule I may avail extension of ltc due for 2011 in 2012. I want to avail ltc for 2012 also. It has not been mentioned in the rule clearly whether the fresh recruits may avail extension of LTC.

i am a central goverment employee group A gazetted officer.I had availed LTC from bangalore to ranchi via delhi by flight since there is no direct flight from kolkata to ranchi(as bangalore to ranch via kolkata is shorter than via delhi).But during reimbursement i have been told that i must have been gone to kolkata by flight and after that by train from kolkata to ranchi.so please guide my that whether going to ranchi via delhi from bangalore by flight is reimbursable or the second option is right???

Sir.Iam a new recruitee in central Govt.service and initially posted in NER on first appointment at Shillong. I have availed Emergency Passage concession to Home town and applied for reimbursement. But I was informed that Iam not entitled for EPC as Iam posted to NER on initial appointment. Whether Iam allowed to avail EPC as a new recruitee on initial posting to NER. In Swamy's Handbook it is clear that this facility is admissible to who posted in NER and it is entitled once in entire service period. Whether I can claim EPC or not? I joined 2009 march as a assistant professor, I took two home town ltcs at 2011 and 2013, in first block period 2010-2013 I could not taken any all india ltc, I want to take all india ltc at 2014 this year. is any possibilities to take this. actually my office s.o. was miss guided me and she had given 2012 year ltc on 2013 and after she told me that it possible to take all india ltc at 2014, why because one year extension is available. but now she told me that it is not possible. so pleas guide me what I do.
An employee working in Delhi (Central Govt.) but residing and commuting from Gurgaon or Sonipat or Ghaziabad, can avail the facility of conversion of Home Town LTC to NER or J&K or Andman & Nicobar etc.

I wish to avail my LTC home town. On my tour, I want to use 2 days OD to visit the university there with whom I will have discussion. So I chose 4 days LTC in which the middle days were OD and I just applied 2 daysCL since otherwise in my office they said one side becomes LTC other side tour.
Now they say no official work is permissible in between. I even said I dont claim DA for that and I want to avoid 2 days leave since I am anyway going for a discussion. Now pl let me know if it is permissible for me.
