Revised Syllabus and Pattern for IP Examination
Directorate vide letter No. 7-14/2011-SPB-II dated 9-3-2011 has circulated revised Pattern and Syllabus for Limited Department Competitive Examination for the post of IPs for filling up 66.66% vacancies in the Department. The examination will now be held only for 4 papers without the aid of books with 150 Multiple Choice Questions (MCQ) in each paper.The date for holding of the Examination will be communicated separately by the DE Division. Department of post is going to launch post bank and prepaid card scheme very shortly all the regional heads of all circles have been directed to personally identify and expedite the manner of installation of ATM,s in Head post offices. RBI approval and License is awaited. As part of core banking process all existing accounts are now updated in computers. The circle heads are frequently stressed to complete the signature scanning of all A/c holders as early as possible. A centralized server possibly at Ghaziabad is proposed to be constituted which will automatically extract data from all HO & SO as when the counter clerk enters a transaction. The role Of SBCO will be minimized. The preservation of records at all Hos will be considerably reduced.
Under Prepaid card scheme which is to be launched in collaboration with banks,. all expenses are to be borne by banks. Cards will be issued to customers who have Savings account only and later expanded to other customers. With help of card one can withdraw money in POs/ Any ATM/make purchase in any merchant outlets. A minimum charge will be levied for each operation. Minim um load is Rs 1000 maximum reload to card is Rs50000. Maximum withdrawal is 10000 per day and only four times can a card be used in a single given day.

As a follow up of the recommendations made in Nataraja Murthi Committee Report on Gramin Dak Sevaks, it has been decided with the approval of the competent authority to make the following changes in existing Welfare Schemes of Department in regards to their applicability to Gramin Dak Sevaks:-

Subject: - Stepping up of pay of the promotee senior with direct recruited junior appointed on or after 01.01.2006
This is regarding stepping of pay of promote senior with reference to direct recruit junior appointed after 01.01.2006.
2. The issue was examined in this office and referred to Ministry of Finance for clarification. Ministry of Finance Department of Expenditure Legal Cell vide U.O. No. 18/28/2010-Legal dated 29.12.2010 has clarified that the stepping up of pay of the promote senior with direct recruited junior appointed on or after 01.01.2006 may be agreed to subject to fulfillment of the following conditions: -
(a) Stepping up of the basic pay of seniors can be claimed only in the case of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases, the basic pay of the seniors will be stepped up with reference to the basic pay of the directly recruited junior provided they belong to the same seniority list for all purposes.
(b) Further, government servants cannot claim stepping up of their revised basic pay with reference to entry pay in the revised pay structure for direct recruits appointed on or after 01.01.2006 as laid down in Section II of part A of First Schedule to the CCS (RP) Rules, 2008, if their cadre does not have an element of direct recruitment or in cases where no junior is drawing basic pay higher than them.
(c) Stepping up of pay of the seniors in accordance with the present advice of this Department shall not be applicable in cases where direct recruits have been granted advance increment at the time of recruitment.
3. The issues prevailing in the Circle may be decided as per above clarifications.
The Department of Post (DoP) will introduce a prepaid credit card in association with leading banks including IDBI, HSBC and ICICI to rural people, which will facilitate non-cash transactions for purchasing products and services.
The card - 'White label Pre-paid Cards' - will come with pre-determined cash value and could be operated at merchant locations, ATMs and designated post offices subject to approval by the Reserve Bank of India (RBI).
Disclosing his department's 100-day agenda, Telecom and IT Minister Kapil Sibal has said: "The department during the current fiscal year will introduce pre-paid parcel boxes for domestic parcels for one kg, 2.5 kg and five kg.
"The boxes will be sold through over 800 post offices across the country," he added
He further said that the Government would complete the up-gradation of 15 speed post centres by March 31.
DoP will also finalise the vendors for information technology solutions, which include customer interaction management, mail operations, banking, postal life insurance, enterprise-wide human resource management, among others.
The project is phased over the financial years 2010-11, 2011-12 and 2012-13.

ATMs will be installed in Head post offices in connection with the Core banking system which is going to be introduced in post offices in near future.
These ATMs will be the face of the IT transformation of Department of Posts. DoP is planning to install ATMs in all Head Post Offices and 200 major sub offices/ MDGs in the country.
These ATMs are proposed to be seamlessly integrated with the existing banking ATM network and therefore can be used by Bank customers also.

After introducing the Postmasters Cadre in Postal Wing with due Gazette Notification on 9th September, 2010 and framing “Department of Posts, Senior Postmaster ( Group-B Gazetted ), Postmaster ( Grade – III and II Group - B non-Gazetted ) and Postmaster ( Grade – I Group – C non-Gazetted ) Recruitment Rules, 2010” vide Postal Directorate letter No.4-17/2008-SPB-II, dated 22.11.2010, now the Department vide Directorate’s letter No. 137-8/2009-SPB.II, dated 08.12.2010, has circulated the syllabus for Departmental Examination in respect of Postmaster Grade – I.
The examination for Postmaster Grade – I will consist of two papers of 100 questions ( objective type multiple choice ) , 90 minutes duration each.

I am directed to refer to Directorate's letter No: 13-2/ 010-PE.I, dated 03.02.2010, whereby a separate cadre of Postmasters has been constituted in he grades of Senior Postmaster, Postmaster Grade III, Postmaster Grade II and Postmaster Grade I, by carving out the posts from existing General Line posts in Postal wing.
2. Reference is also invited to Directorate's letter of even number dated 22.11.2010 forwarding therewith copy of Recruitment Rules, namely, Department of Posts, Senior Postmaster (Group B gazetted), Postmaster (Grade III and II - Non - Gazetted) and Postmaster (Grade 1 - Group C Non-Gazetted) Recruitment Rules, 2010, dated 9th September, 2010. It was stated inter-alia in the said letter that initial constitution of the various grades of Postmasters shall be done by inviting options/ applications from the existing incumbents of LSG, HSG II, HSG I in Post Offices and PS Gr 'B'. In case, after filling up the posts as per the provisions of the Recruitment Rules certain number of Posts still remain unfilled, the same would be filled up as per the provisions contained in Col. 12 of the respective Recruitment rules.
3. The Recruitment rules for the Grade of Postmaster Grade - I provides for filling up of the vacancies by promotion through Limited departmental Competitive Examination from amongst the Postal Assistants working in Post Offices with five years of regular service in the grade. Thus, the unfilled posts, after the initial constitution, if any, and regular vacancies subsequently will be filled up on the basis of Limited Departmental Competitive Examination. The pattern and scheme of Limited Departmental Competitive Examination decided by the Competent Authority to fill up the vacancies in the grade of Postmaster Grade - i is forwarded herewith as in the Annexure.
