Educational Qualfications Required for Group ‘C’ Posts in Pay Band 5200 – 20200 with Grade Pay 1800.
Educational and other qualifications required for persons to be eligible to be appointed to Group 'C' posts in Pay Band 1 Rs. 5200-20200 plus Grade Pay Rs. 1800/- by the method of direct recruitment shall be as under, namely:
"Matriculation pass or equivalent from a recognised Board or Industrial Training institute pass Certificate from a recognised institute".

NOTIFICATION
New Delhi, dated 8th February, 2011
G.S.R.- In exercise of the powers conferred by the proviso to article 309
and clause (5) of article 148 of the Constitution, and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules regulating the educational and other qualifications for direct recruits for the posts which were in Group 'D' Scales prior to the implementation of the Sixth Pay Commission and have been placed in Group 'C' in Pay Band 1 (Rs. 5200-20200) plus Grade Pay of Rs. 1800/- in the Central Civil Services and Civil Posts in connection with the affairs of the Union, namely:-
1. Short title and commencement.-
(1) These rules may be called the Central Civii Services and Civil Posts, Group 'C' posts in Pay Band 1 (Rs. 5200-20200) plus Grade Pay Rs. 1800/- (Educational and other Qualifications for Direct Recruitment) Rules, 2011.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to ail posts which were in Group 'D' Scales (including the posts of Record Keepers in Group 'C' in Indian Audit and Accounts Department) prior to the implementation of the Sixth Pay Commission and have been placed in Group 'C' in Pay Band 1 (Rs. 5200- 20200) plus Grade Pay of Rs. 1800/- in the Central Civii Services and Civil Posts under the Central Government and the Indian Audit and Accounts Department.
3. Educational and other qualifications.- Notwithstanding anything contained in any recruitment rules relating to the Group 'D' posts including the posts of Record Keepers in Group 'C' in Indian Audit and Accounts Department) prior to the implementation of the Sixth Pay Commission, the educational and other qualifications required for persons to be eligible to be appointed to Group 'C' posts in Pay Band 1 Rs. 5200-20200 plus Grade Pay Rs. 1800/- by the method of direct recruitment shall be as under, namely:

Recruitment to Group 'C' posts in Pay Band-1, with Grade pay of 1800
Sub: Recruitment to Group 'C' posts in Pay Band-1, with Grade Pay of Rs. 18001- (pre-revised Group 'D' posts)
Reference is invited to this Ministry's O.M. of even number dated 30 th April 2010 circulating Model Recruitment Rules for Group 'C' posts in PB-1 with Grade Pay Rs.1800. In this connection all Ministries1 Departments are informed that the Staff Selection Commission is mandated to make recruitment to all non-technical Group 'C' posts in the various Ministries and Departments of the Govement of India and their Attached and Subordinate offices, except for those posts which qre specifically exempt from the purview of the Staff Selection Commission.
2. AU Ministries1 Departments are therefore requested to kindly intimate their requiremepts for Non-Technical Group 'C' posts in PB 1 Grade Pay Rs.1800- to the SSC inunecliately in order that the Comission could initiate action for recruitment.

The 6th CPC recommended that all Group 'D' posts in the Government will stand upgraded to Group 'C', Pay Band-I with Grade Pay of Rs.1800, along with the incumbents (after suitable training, wherever required).
The other recommendations of the Commission, in this regard include:
(i) There will be no further recruitment in Group 'D'
(ii) The existing Group 'D' posts will be placed in Group 'C' Pay Band-I with Grade Pay of Rs.1800.
(iii) The minimum qualification for appointment to this level will be either loth pass or IT1 equivalent
(iv) Multi- skilling, with one employee performing jobs hitherto performed by different Group 'D' employees.
(v) Common Designation for these posts
2. Model Recruitment Rules (Annex-I) have been framed keeping. view the recommendations of the Pay
Representation of Women Members on the various Committees concerned with selection to Group C&D posts.
It has been decided that all appointing authorities may be instructed to scrupulously observe the following guidelines about Representation of Women Members on the various Committees/
Boards concerned with selection to Group C&D posts in Central
Government.
(i) The composition of selection Committees should be representative. It should be mandatory to have one woman member in the Selection Boards/ Committees for making recruitment to ten
(10) or more vacancies and lady candidates are expected to be available for the service / Post.
(ii) Where the number of vacancies against which selection is to be made is less than 10, no efforts should be spared in finding a lady officer for inclusion in such Committees / Boards.
(iii) In the event of such an officer not being available in the Ministry / Department itself, there is no objection to nominating lady officer from any other office at the same station.
(iv) Wide Publicity should be given to all appointments in Government,Advertisements should be issued in the language (s) spoken by large number of people of the State/UTS, apart from English and Hindi. Further, for Group'C: level Posts, having only basic qualifying requirements, information about vacancies for recruitment should also be disseminated through schools and colleges in that area, in addition to normal channels.
