Educational Qualfications Required for Group ‘C’ Posts in Pay Band 5200 – 20200 with Grade Pay 1800.
Educational and other qualifications required for persons to be eligible to be appointed to Group 'C' posts in Pay Band 1 Rs. 5200-20200 plus Grade Pay Rs. 1800/- by the method of direct recruitment shall be as under, namely:
"Matriculation pass or equivalent from a recognised Board or Industrial Training institute pass Certificate from a recognised institute".

NOTIFICATION
New Delhi, dated 8th February, 2011
G.S.R.- In exercise of the powers conferred by the proviso to article 309
and clause (5) of article 148 of the Constitution, and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules regulating the educational and other qualifications for direct recruits for the posts which were in Group 'D' Scales prior to the implementation of the Sixth Pay Commission and have been placed in Group 'C' in Pay Band 1 (Rs. 5200-20200) plus Grade Pay of Rs. 1800/- in the Central Civil Services and Civil Posts in connection with the affairs of the Union, namely:-
1. Short title and commencement.-
(1) These rules may be called the Central Civii Services and Civil Posts, Group 'C' posts in Pay Band 1 (Rs. 5200-20200) plus Grade Pay Rs. 1800/- (Educational and other Qualifications for Direct Recruitment) Rules, 2011.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to ail posts which were in Group 'D' Scales (including the posts of Record Keepers in Group 'C' in Indian Audit and Accounts Department) prior to the implementation of the Sixth Pay Commission and have been placed in Group 'C' in Pay Band 1 (Rs. 5200- 20200) plus Grade Pay of Rs. 1800/- in the Central Civii Services and Civil Posts under the Central Government and the Indian Audit and Accounts Department.
3. Educational and other qualifications.- Notwithstanding anything contained in any recruitment rules relating to the Group 'D' posts including the posts of Record Keepers in Group 'C' in Indian Audit and Accounts Department) prior to the implementation of the Sixth Pay Commission, the educational and other qualifications required for persons to be eligible to be appointed to Group 'C' posts in Pay Band 1 Rs. 5200-20200 plus Grade Pay Rs. 1800/- by the method of direct recruitment shall be as under, namely:

The Ministry of Railways have decided that henceforth minimum educational qualification for recruitment in Pay Band-1 of Rs. 5,200-20,200 having Grade Pay of Rs. 1800/- will be 10 th pass or ITI or equivalent. These instructions will be applicable for all future recruitment henceforth against direct recruitment quota through all modes.

Attention is invited to instructions contained in para 3(vi) of Board's letter No. PC- VI/2008/I/3/1, dated 29.10.2008 (RBE No.160/2008), interalia stating that the instructions regarding minimum educational qualification for fresh recruitment to Railway services in PB-1 Grade Pay Rs.1800 (erstwhile Group 'D' posts) would be issued separately by the Establishment Directorate.
The Ministry of Railways have decided that henceforth minimum educational qualification for recruitment in Pay Band-1 of Rs. 5,200- 0,200 having Grade Pay of Rs. 1800/- will be 10 th pass or ITI or equivalent. These instructions will be applicable for all future recruitment henceforth against direct recruitment quota through all modes.
As regards the ongoing recruitment exercises presently under way on Central Railway, Eastern Railway, East Coast Railway, East Central Railway, Northeast Frontier Railway, North Eastern Railway, North Central Railway, Southern Railway, South Western Railway and West Central Railway, the same will adhere to the prescribed minimum qualification of 8th pass as laid down vide letter No. E (NG)II/98/RR-1/107 dated 4.12.1998 (RBE No. 277/98).
All Railways are directed to initiate the recruitment process immediately to fill up current vacancies including anticipated vacancies for the next two years as well as resultant vacancies owing to promotion of staff to higher grades etc., excluding the vacancies worked out on the basis of prescribed percentage against ex-servicemen quota for which separate recruitment is in progress, with the revised minimum qualification of
Railways may also ensure filling up of Physically 10 th pass or ITI or equivalent Handicapped quota including backlog vacancies in this recruitment exercise.
The Railways mentioned in Para 3 above should also initiate recruitment to fill up the vacancies accrued beyond the vacancies already notified for which recruitment is in progress.
All Railways should initiate the process by way of issue of notification in the national and local dailies, etc. by 15 th December, 2010, positively. Candidates may be given two months time to submit their applications and candidates from Andaman & Nicobar, Lakshadweep Islands etc. will be given 15 days extra as per extant rules in response to the above notification.
It has further been decided that written examination will be held on the same day simultaneously by all the railways. Similarly Physically efficiency Test (PET) will also be held during the same period simultaneously by all the Railways. These instructions should be prominently mentioned in the notification.
The format of application should be limited to a single page only A draft format of application form is enclosed herewith for necessary action which may be modified suitably depending on the local requirements.
Instructions contained in letter No. E (NG)II/96/RR-1/62/Vol.II dated 08.12.2010 regarding waiver of fee for women, minority communities and economically weaker sections will apply.
All General Managers are to ensure that Railway Recruitment Cells (RRCs) are strengthened sufficiently by providing accommodation, equipment, vehicles, security, manpower, etc., so that the recruitment process is completed smoothly without any problem.

General Guidelines
1.1 Introduction of General Principles
As soon as a decision is taken to create a new post / service or to upgrade any post or restructure any Service, action should be taken immediately by the Administrative Ministry / Department concerned to frame Recruitment Rules/ Service Rules therefore.
1.2 Recruitment Rules should be framed for all posts which are likely to last for one year or more. Posts which are created for a lesser duration may be filled on deputation by drawing officers from other offices of the Central Government, holding posts of appropriate level (analogous posts or where necessary, the next below post with the minimum regular service prescribed for promotion) and possessing necessary qualifications required for the performance of duties attached to the post

OFFICE MEMORANDUM
Sub: Revision of guidelines for framing I amendment I relaxation of Recruitment Rules.
The undersigned is directed to state that instructions on framing / amendment of Recruitment Rules were issued in a consolidated form in this Department's OM No. AB. 14017112187-Estt.(RR) dated 18.3.1988. Subsequently, a number of orders and clarifications have been issued on the subject.
2. The existing instructions have been reviewed in consultation with WSC and consolidated in the form of " the recruitment rules, a copy of which is enclosed. The number and the date of original OM has been referred in the relevant instructions for easy reference to the context. The Guidelines on framing I amendment I relaxation of recruitment rules along with the relevant instructions and existing model RRs are available on the DoPT website www.uersmin.nic.in* in the dynamic form of Handbook on Recruitment Rules, 2010. This Department would continue to update these instructions from time to time.
