Air India Leave Travel Concession Schemes:
Air India is offering two types of LTC travel to Central government employees, state government employees, PSU employees and bank employees.
1. Air India LTC Travel by Economy Class
2. Air India LTC Travel by Business Class
Air India LTC Scheme For Economy Class
NACIL is offering you a revised Leave Travel Concession Scheme - Effective 11th March 2010.
Under this scheme an Employee can travel in Economy Class on all operational domestic sectors.
- You can not avail child & Infant Fare or any other discount under this scheme.
- Tickets booked under LTC Scheme are refundable. However you will have to pay refund Fee of Rs. 150 per ticket, cancelled at least 1hour prior to the departure. But if you get the Ticket cancelled less than 1hour prior to the departure, it will be treated as no-show.
- You can re-book and change your reservation by paying just Rs.150 per ticket at least 1hour prior to departure.
- After commencement of the journey you cannot Re-Route your booking.
- For verification you are required to carry the Employee Identity Card while traveling. You are also required to present your Employee identity card at the time of issuance of the tickets for necessary endorsement on the tickets.
- Your ticket will be Non-endorsable and valid to travel on Air India only.
- If you are an Employee of the State, Central Government, Public Sector Undertakings or employee of the educational institutions recognized/aided by Centre, State Government and or affiliated to any of the University/ Educational Boards then you and your family members traveling on leave and availing LTC facility are eligible for availing this scheme.
- Under this scheme your booking should be on confirmed basis.
- You can purchase your ticket under this scheme from Air India booking offices and approved travel agents.

Air India LTC Scheme for Business Class
ALTC- Executive
Air India introduces the Leave Travel Concession scheme in Business Class for travel on the Domestic network on the lines of LTC-80 fares offered in Economy Class.
The details of the Leave Travel Concession Scheme (LTC-EXECUTIVE) offered in Business Class are as under: -
Application
All types of journeys in Business Class on Domestic Sectors.
Period of Application
Effective 7th June, 2009 till further notice.
Eligibility
All Employees of the State, Central Government, Public Sector Undertakings or Educational institutions recognized/aided by Centre, State Government and or affiliated to any of the University / Educational Boards and their family members traveling on leave and availing LTC facility.
Child & Infant Fares
Not Permitted.
Sales
Restricted within India.
Ticketing
On confirmed basis only from Air India booking offices and approved travel agents.
Passengers are required to present the Employee identity card at the time of issuance of the tickets for verification and necessary endorsement on the tickets.
Validity
Tickets are Non-Endorsable, Non-Re-routable and valid for travel on Air India only. Passengers are required to carry the Employee Identity Card while traveling.
Cancellation/Refund
Tickets booked under LTC Scheme are refundable. However Refund Fee of Rs. 100 per ticket will apply if cancelled at least 1hour prior to departure. Tickets cancelled less than 1hour prior to departure will be treated as no-show and No Refund of Fare will be permissible

Clarification issued by Finance Ministry Regarding Purchase of Air Tickets on LTC / Tours.
1. On Official Tours:
(i) For travel by Airlines other than Air India because of operational or other reasons or on account of non-availability of Air India flights, individual cases for relaxation to be referred to M/o Civil Aviation, as stated in this Ministry's OM No. 19024/1/2009-E.IV dated 13.072009.
(ii) Air Tickets may be purchased directly from Airlines (at Booking counters/ website of Airlines ) or by utilizing the service of Authorised Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours.
2. LTC:
(ii) In Economy class only, irrespective of entitlement.
(iii) LTC-80 ticket of Air India only to be purchased.
(iv) Air Tickets may be purchased directly from Airlines (at Booking Counters / website of Airlines ) or or by utilizing the service of Authorised Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC ( to the extend IRCTC is authorized as per DOP&T OM No. 31011/6/2002-Estt (A) dt 01.12.2009 )
3. LTC for J&K:
(i) Relaxation to travel by Private Airlines to visit J&K while availing LTC is available to all the categories of Government Employees, including those entitled to travel by Air (DOP&T OMs No. 31011/2/2003-Estt. (A-IV) dated 18.06.2010 and 04.08.2010 refer ).
(ii) For purchase of Air Tickets, however, the procedure as given under para 2 (iv) above should be followed.

Ministry of finance has received numorous queries seeking clarification whether the prevailing fare on the date of booking of LTC 80 tickets is to be reimbursed or claim is to be restricted to Air India’s LTC 80 fare as on 1 December, 2008.
Finance Ministry has clarified that the fare paid on the date of booking of ticket under LTC 80 scheme of Air India may be imbursed.
OFFICE MEMORANDUM
Subject: Clarification regarding re-imbursement of LTC-80 fare.
The undersigned is directed to refer to this Department’s OM No.7(1)/E.Coord/2008 dated 4-12-2008 wherein Air India’s LTC 80 scheme was introduced from 1st December, 2008, for LTC travelers entitled to travel by air. A number of references from different Government Departments/offices have been received in this Ministry seeking clarification whether the prevailing fare on the date of booking of LTC 80 tickets is to be reimbursed or claim is to be restricted to Air India’s LTC 80 fare as on 1 December, 2008.
2. The matter has been considered in this Ministry and it is clarified that the fare paid on the date of booking of ticket under LTC 80 scheme of Air India may be reimbursed.
Government has decided to relax LTC rules by permitting Central govt employees to travel by any airlines to visit Jammu and Kashmir.
Officers and employees of the Centre entitled to travel by air can avail this LTC in their entitled class, it said.
All other employees of Central government can travel by air in economy class from Delhi and Amritsar to any place in J and K by any airlines subject to their entitlement being limited to fares of Air India, the order said.
Journey from their place of posting upto Delhi/Amritsar will have to be undertaken as per their entitlement.
Relaxation for travel by air to visit Norther Eastern Region extended for further two years
Subject:- CCS (LTC) Rules, 1988 - Relaxation for travel by air to visit NER.
The undersigned is directed to refer to this Department O.M. of even No. dated 2.5.2008 on the subject mentioned above and to say that the relaxation for travel by air to visit North Eastern Region under CCS (LTC) Rules, 1988 is extended for further two years beyond 1'' May. 2010.
Regulation of Journey by private airlines while availing LTC ( Leave Travel Concession )
Regarding journey by air, while availing LTC in all cases of air travel ( Including LTC ) both domestic and International where the government of India bears the cost of air passage , the government employee may travel by air india only.
Now it is clarified that the restriction of travel by Air India only need not apply to non-entitled officers who travel by air and claim LTC reimbursement by entitled class of rail.
This order is applicable from the date of issue of the memorandum. It is also clarified that past cases which are alreeady settled will not be re opened.

2. LTC
Central govt employees are allowed tours by road conducted by the Indian Railway Catering and Tourism Corporation (IRCTC), a Government of India's undertaking under the Min of Railways for the purpose of reimbursement of LTC by Government servants on the lines of ITDC/STDC and to say that as the IRCTC is also offering tour packages involving air travel in the sectors like Delhi - Leh, Delhi - Srinagar, Jaipur -Goa, ChennailCalcutta - Port Blair etc., the question of allowing LTC packages of IRCTC, including the component of air travel has been examined in consultation with the Min. of Finance.
It has now been decided to allow the re-imbursement of air fare along with rail and road fare in the case of LTC
Earlier It was stipulated that LTC facility shall be admissible only in respect of journeys performed in vehicles operated by the Government or any corporation in the public sector run by the Central or State Government or a local body.
Instances have come to notice where Government servants on account of physical handicap/disability of self or dependant family members are unable to perform the LTC journey by the authorized modes of transport and are compelled to undertake the journey by own car or private taxi. Representations are being received to allow reimbursement in such cases. Matter has been examined in consultation wid). the Ministry of Finance.
Regulation of Journey by air while availing Leave Travel Concession.
It has been decided by the Department of Expenditure that in all cases of air travel both domestic and international where the Government of India bears the cost of air passage, the officials concerned may travel only by air India. The matter whether these orders will apply in cases of LTC has been considered in consultation with Ministry of Finance, Department of expenditure and it is confirmed that these orders/conditions will apply in cases of LTC also.
Government came with a clarifcaion on the entitlement of earnled leave (EL) along with the LTC.
Earlier Government servants are permitted to encash earned leave upto 10 days at the time of availing Leave Travel Concession subject to the condition that earned leave of at least an equivalent duration is also availed of by the Government servant
simultaneously.
Now it has now been decided to permit Government servants encashment of earned leave upto 10 days at the time of availing LTC without any linkage to the number of
days and the nature of leave availed while proceeding on LTC.
Government came with an clarification on the O.M. of even No. dated 23rd September, 2008 which says that the travel entitlements while on LTC and official tour/transfer will be the same but no daily allowance shall be admissible for travel on LTC. Subsequently, the Ministry of Finance had stipulated that in the case of travel on LTC for those entitled to travel by air, only the cheapest economy fare ticket will be allowed,irrespective of their entitlements on tour.
The government has now been decided to restore the travel entitlements for LTC . The Ministry of Civil Aviation may bring out a scheme on the lines of LTC 80 for travel by business class. The officers and their families may chose to travel on LTC by any airline provided the fare does not exceed the fares offered by NACIL (Air India) under their new LTC scheme or business class.

Fresh recruits to Central Government may be are allowed to travel to their home town along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility shall be available to the Government officers only for the first two blocks of four years applicable after joining the Government for the first time. The blocks of 4 years shall apply with reference to the initial date of joining the Government even though the employee changes the job within Government subsequently.
1988, the Government have decided to permit Government servants to travel by air to North Eastern Region on LTC as follows:
i) Group A and Group B Central Government employees willbe entitled to travel by Air from their place of posting or nearest airport to a city in the NER or nearest airport ..
(ii) Other categories of employees will be entitled to travel by air toa city in the NER from Guwahati or Kolkata.
(iii)Al lCentral Government employees will be allowed conversion of one block of Home Town LTC into LTC for destinations in NER.
These orders shall be in operation for a period of two years from the date of issue of OM.
