The central civil service conduct rules, 1964 impose various restrictions on central govt employees. Some Do's and Don'ts applicable to employees are given below.

Do's

1. Maintain absolute integrity all times.
2. Maintain absolute devotion to duty at all times.
3. Those holding responsible posts - maintain independence and impartiality in the discharge of your duties.
4. Maintain decent and responsible conduct in their private life.
5. Observe proper decorum during lunch break.
6. Render prompt and coureous service to the public.
7. Report to the superiors the fact of your arrest or conviction in a Criminal court and the circumstances connected therewith, as soon as it is possible to do so.
8. Keep away from deomonstrations organized by political parties in the vicinity/ neighbourhood of government offices.
9. Manage private affairs in such a way as to avoid habitual indebtedness or insolvency.
10. Maintain political nutrality.
11. Act in accordance with the government policies.
12. Observe courtesy and consideration to Members of Parliament and State Legislatures.
13. If any legal proceedings are institued for the reocovery of any debt due from you or for adjusting you as an insolvent, report the full facts of such proceedings to the competent authority.
14. In perfomance of duties in good faith, communicate information to a person in accordance with the 'Right to Information Act, 2005' and the rules made thereunder.

Dont's

1. Do not indulge in acts unbecoming of a government servant.
2. Do not be discourteous, dishonest of partial.
3. Do not make joint representations  in matters of common interest.
4. Do not adopt dilatory tactics in your dealings with public.
5. Do not convey oral instructions to subordinates.
6. Do not practise untouchability
7. Do not associate yourself with any banned organizations.
8. Do not join any association or demonstration whose objects or activities are prejudicial to the interest of the sovereignity and integrity of India, Public order or morality.
9. Do not give expression to views on Indian or foreign affairs, while visiting foreign countries.
10. Do not get involved in unauthorized communication of any official document or any pat thereof or classified information to any government servant or any othere persons to whom you are not authorized to communicate such document of classified information.
11. Do not joint or support an illegal strike.
12. Do not enter into any private correspondance with foreign Embassies or Missions.
13. Do not accept lavish or frequent hospitality from any individual, industrial or commercial firms, organizations, etc having official dealings with you.
14. Do not accept any offer of the cost of passage to foreign coutries or hospitality by way of free board and lodging there, if such offers are from foreign firms contracting with Govt.
15. Do not accept invitations to you and members of your family for free inaugural flights offered by Air India, Indian airlines Corportation or foreign Airlines.
16. Do not give or take or abet giving or taking of dowry or demand any dowry directly or indirectly from the parent or guardian of a bride or bridgegroom.
17. Do not accept any gift from any foreign firm which is having official dealings.
18. Do not engage yourself in canvassing business of life insurance Agency, commission agencey or advertising agency owned or managed by the members of your family.
19. Do not lend or borrow money from or deposit money as a member or agent, with any person, firm or private company with whom you likely to have official dealings. Do not otherwise place yourself under pecunary obligation with such person, firm or private company.
20. Do not approach your subordinates for standing surety for loans taken from private sources either by your / your relatons / friends.
21. Do not undertake private consultance work.
22. Do not speculate in any stock, share or other investment.
23. Do not purchase shares out of the quota reserved for friends and associates of Directors of companies.
24. Do not bid at any auction of property where such auction is arranged by your own officers.
25. Do not stay as guest with foreign diplomats or foreign national in India.
26. Do not invite any foreign diplomat to stay with you as a guest in India.
27. Do not accept or permit your wife or dependants to accept passage money or free air transport from a foreign Mission/ Government or Organization.
28. Do not bring any political influence in matters pretaining to your service.
29. Do not consume any intoxicating drinks or dugs while on duty.
30. Do not appear in public place in a state of intoxication.
31. Do not indulge in any act of sexual harassment of any woman at her work place.
32. Do not employee children below 14 years of age.
33. Do not accept award of monetary benefits instituted by private trusts/ Foundations , etc.

The ‘Grade Pay’ for determining the TA/DA entitlement is as indicated in Central Civil Service(Revised Pay) ,Rules 2008.

The term ‘Pay’ for the purpose of these orders refer to basic pay as defined in Rule3(8) of Central Civil Service(Revised Pay)Rules 2008 and includes the revised non-practicing allowance, if any, admissible in addition.

In respect of those employees who opt to continue in their pre-revised scales of pay, the corresponding Grade Pay of the pay sclaes of the post occupied on 1/1/2006 would determine the TA/DA entitlements under these orders. However, for determining the Composite Transfer Grant for such employees, the term pay shall also include, in addition to the basic pay in the pre-revised Scales, stagnation increments, Dearness Pay and NPA as per orders in force on 1/1/2006.
These orders shall take effect from 1st September,2008. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of ‘node of travel, class of accommodation, etc,. shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.
The claims submitted in respect of journey made on or after 1st September,2008, may be regulated in accordance with these orders.
It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.
In so far as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

Entitlements for Journeys on Tour:


Officers drawing grade pay of Rs.10,000/- and above and those in pay scale of HAG + and above Business / Club Class by air / AC First class by train

Officers drawing grade pay of Rs.7,600 and Rs.8,900
 Economy Class by air / AC First class by train

Officers drawing grade pay of Rs.5,400 and Rs.6,600
 Economy Class by air / AC II Tier class by train

Officers drawing grade pay of Rs.4,200, Rs.4,600 and Rs.8,900
AC II Tier class by train

Officers drawing grade pay below Rs.4,200
 First class / AC IIi Tier / AC Chair car by train

The revised Travel entitlements are subject to following: -

(i) In case of places not connected by rail, travel by AC bus for all those entitled to travel by AC II Tier and above by train and by Deluxe/ordinary bus for others is allowed.

(ii) In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.

(iii) Henceforth, all mileage points earned by Government employees on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government.

(iv) All Government servants are allowed to travel below their entitled class of travel.

International Travel Entitlement:

Cabinet Secretary/Secretary to G.O.I. and Equivalent
First Class.

Officers drawing grade pay of Rs. 10,000 and above and those in pay scale of HAG+
Business/Club Class.
Others Economy Class.

Entitlement for journeys by Sea or by River Steamer (SR. 40):

Offiicers drawing grade pay of Rs. 5400/- and above and those in pay scales of HAG+ and above
Highest Class.

Officers drawing grade pay of Rs. 4200, Rs. 4600 and Rs. 4800
 If there be two classes only on the steamer, the lower class.

Officers drawing grade pay of Rs. 2400 and Rs. 2800
If there be two classes only on the steamer, the lower class.


If there be three classes, the middle or the second class.


If there be four classes, the third class.

Officers drawing grade pay less than Rs. 2400
The lowest class.

Accommodation entitlements for travel between the mainland and the A&N Group of Islands and Lakshadweep Group of Island by ships operated by the Shipping Corporation of India Limited will be as follows:

Officers drawing grade pay of Rs. 5400 and above and those in pay scales of HAG+ and above
Deluxe Class.

Officers drawing grade pay of Rs 4200, Rs.4600 and Rs 4800
First/’A’ Cabin class.

Officers drawing grade pay of Rs 2400 and Rs. 2800
Second/’B’ Cabin Class.

Officers drawing grade pay less than Rs. 2400
Bunk Class.

Mileage Allowance for Journeys by Road:

In supersession of S.R.46 and the Government of India’s order thereunder, the grade pay ranges for travel by public/bus/auto/rickshaw/scooter/motor cycle, full taxi/taxi/own car is revised as indicated below:

Officers drawing grade pay of Rs 10,000 and above and those in pay scales of HAG+ and above.
Actual fare by any type of public bus including air-conditioned bus;

OR
At prescribed rates of AC Taxi when the journey is actually performed by AC Taxi;
OR
At prescribed rates for auto rickshaw for journeys by auto rickshaw, own scooter, motor cycle, moped etc.

Officers drawing grade pay of Rs. 5400, Rs. 6600, Rs. 7600, Rs. 8700 and Rs. 8900
 Same as at (i) above with the exception that journeys by AC taxi will not be permissible

Officers drawing grade pay of Rs. 4200, Rs. 4600 and Rs. 4800
 Same as at above.

Officers drawing grade pay of Rs 2400 and above but less than Rs. 4200.
 Actual fare by any type of public bus other than air-conditioned bus;

OR
At prescribed rates for auto rickshaw for journeys by auto rickshaw/own scooter/motorcycle/moped etc.

Officers drawing grade pay below Rs. 2400
Actual tare by ordinary public bus only;
OR
At prescribed rates for auto rickshaw/own scooter/motorcycle/ moped etc.

Mileage allowance for road journeys shall be regulated at the following rates in places where no specific rates have been prescribed either by the Director of Transport of the concerned State or of the neighbouring States:
1. For journeys performed in own car/taxi: Rs. 16 per km.
2. For journeys performed by auto rickshaw own scooter, etc.: Rs. 8 per km.
3.The rate of Mileage Allowance for journeys on bicycle on tour and transfer, is revised from 60 paise to Rs 1.20 per kilometer.

Daily Allowance on Tour:

Officers drawing grade pay of Rs. 10,000/- and above and those in pay scales of HAG+ and above

Reimbursement for Hotel accommodation/guest house of upto Rs. 5000 per day, reimbursement of AC taxi charges of upto 50 kms for travel within the city and reimbursement of food bills not exceeding Rs. 500 per day.

Officers drawing grade pay of Rs. 7600 to Rs. 8900
Reimbursement for Hotel accommodation of upto Rs. 3000 per day; reimbursement of non-AC taxi charges of upto 50 kms per diem for travel within the city and reimbursement of food bills not exceeding Rs. 300 per day.

Officers drawing grade pay of Rs. 5400 to Rs. 6600
Reimbursement for Hotel accommodation of upto Rs. 1500 per day, reimbursement of taxi charges of upto Rs. 150 per diem for travel within the city and reimbursement of food bills not exceeding Rs. 200 per day.

Officers drawing grade pay of Rs. 4200 to 4800
Reimbursement for Hotel accommodation of upto Rs. 500 per day; reimbursement of travel charges of upto Rs. 100 per diem for travel within the city and reimbursement of food bills not exceeding Rs. 150 per day.

Officers drawing grade pay of below Rs. 4200
Reimbursement for Hotel accommodation of upto Rs. 300 per day, reimbursement of travel charges of upto Rs. 50 per diem for travel within the city and reimbursement of food bills not exceeding Rs. 100 per day.

In case of stay/journey on Government ships, boats etc. or journey to remote places on foot/mules etc., for scientific/data collection purposes in organization like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided tor reimbursement of food bill. However, in this case the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/controlling officer. For journeys on foot, an allowance of Rs. 5 per kilometer travelled on foot shall be payable additionally.

TA on Transfer:

Accommodation and Mileage Allowance Entitlements:

(i) Accommodation and Mileage Allowance entitlements as prescribed at para 2 above, except for International Travel, for journey on tour by different modes will also be applicable in case of journeys on transfer. The general conditions of admissibility prescribed in S.R. 114 will, however, continue to be applicable.

(ii) The provisions relating to small family norms as contained in para 4(A) of Annexure to M/o Finance O.M. F. No. 10/2/98-IC &F. No. 19030/2/97-EIV dt. 17th April 1998, shall continue to be applicable.

Transfer Grant and Packing Allowance:

(i) The Composite Transfer Grant shall be equal to one month’s pay as defined in para 3 of this O.M. in case of transfer involving a change of station located at a distance of or more than 20 km from each other.

(ii) In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.

(iii) At present, only one transfer grant is permitted if the transfer of husband and wife takes place within 6 months of each other from the same place to the same place. With effect from the date of implementation of these orders, in cases where the transfer take place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period or six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

Transportation of Personal Effects:

Officers drawing grade pay of Rs. 7600 and above and those in pay scale HAG+ and above
 6000 kgs. by goods train/4 wheeler wagon/1 double container 18.00

(Rs. 0.30 per kg. per km.)

Officers drawing grade pay of Rs. 4200, Rs. 4600, Rs. 4800, Rs. 5400 and Rs. 6600

The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India.


Transportation of Conveyance:

Officers drawing grade pay of Rs. 4200 and above and those in pay scales of HAG+ and above
One motor car etc or one motor cycle/scooter, or one horse

Officers drawing grade pay less than Rs. 4200
One motorcycle/scooter/Moped or one bicycle.

T.A. Entitlement of Retiring employees:

Transportation of Conveyance:

In partial modification of S.R. 147 the expenditure on transportation of conveyance by government servants on their retirement shall be reimbursed without insisting on the requirement that the possession of the conveyance by them while in service at their last place of duty should have been in public interest.

Lumpsum Transfer Grant and Packing Allowance:

(i) The composite transfer grant equal to a month’s pay last drawn as defined in para 3 of this O.M. may be granted in the case of those employees who, on retirement, settle down at places other than the last station(s) of their duty located at a distance of or more than 20 kms. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc. at the old and new station, presently admissible are subsumed in the composite transfer grant and will not be separately admissible.

(ii) As in the case of serving employees, government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the composite transfer grant subject to the condition that a change of residence is actually involved.

The TA/DA rates shall automatically increase by 25% whenever Dearness Allowance payable on the revised pay structure goes up by 50%.

Leave Travel Concession - LTC rules : reference

Eligibility:

Any employee with one year of continous services on the date of Journey performed by him/his family is eligible. For eg an official appointed on 31-12-2008 will be eligible for the two year block 2008-09, but those appointed on or afer 01-01-2009 will not be eligible for that block.
Government servants whose spouses are working in indian railways, National Airlines are not eligible for LTC and if an official is under suspension, his family members only can avail LTC.

When both the husband and wife are central government servants then:

1. They can claim LTC for their respective families. eg: while the husband can claim for his parents/minor brothers/sisters, the wife can avail for her parents/ miner brothere/sisters.
2. The husband / wife who avails LTC as a meber of the family of the spouse, cannot claim independently for self.
3. They can declare separate Home towns indepently.

Salient Points regarding LTC
1. Concession can be availed of for self and family members separtely on different occasions, even in different calendar years of the same block.
2. Family can travel in one or more groups; but each group should complete its return jouney with in six months from the date of its outward journey.
3. Cirular tour tickets can be availed of in conjunction with the concession.
4. Can be availed of during any leave including study leave, casual leae and special casual leave.
5. It can be combined with transfer/tour.
6. Cannot availed of during closed holidays only without taking the leave.

LTC in the case of Fresh recruits.

Entitlements for LTC
1. Journey by Air/Rail/Steamer:
Entitled officers and their family members can travel by any air india only.
Details of travel by air india in the case of LTC for central government employees.
2. Journey by Road:
Entitles will be the same as for tour / transfer. Reimbursement admissible only in respect of journeys performed in vehicles operated by the government of any corporation in the public sector run by the central or state government or a local body.
Whn journy is performed by a longer route (not the cheapest route) in tow different classes of rail accomadation , the entitled class rate will be admissile for the curresponding proportion of the shortes/cheapest route and the lower class rate for the remaining mileage by such route. Where journey is performed by a longer route respect of journey performed by rail and for the remaining shortest distance, as per entitlement by rail or the actual fare paid for the journey by road, whichever is less.

Reimbursement in the case of LTC:
Fares for journeys between duty station and Home town, both ways will be reimbursed by the government in full. If the employee and family reside away from the duty station, fares for journeys between place of residence and home town, both ways, restricted to that from duty station to reimbursable.

LTC Advance:
Upto 90% fares can be taken. Advance admissible for both outward and return journey if the leave taken by the official or the anticipated absence of members of family does not exceed 90 days. Otherwise, advance may be drawn for the outward journey only.
The official should furnish Railway ticket numbers, PNR No, etc to the competent authority within ten days of the drawal of the advance.
When advance is taken claim should be submitted within three months from the date of return journey. If not outstanding amount will be recovered in one lumpsum and claim will be treated as one where the advane is sanctioned. When the claim is submitted within stipulated time but unutilezed portion of advance not refunded, interest is chargeable on that amount from the date of drawal to the date of recovery.
When no adavance is taken, claim should be submitted within six months from the completition of return journey. Othewise the claim will be forfited.

LTC to Home Town:
Ltc to home town is admissible to all employees irrespecitve of distance involved. Home town once declared is treated as final. In exceptional circumstances the Head of the Department may authorize a change, only once during entire service.

Enchashment of Earned Leave (EL) during LTC:
It will be admissible subject to the following conditions:-
a. It is limited to 10 days of earned leave on one occasion without linkage to the number of days and nature of leave availed and 60 days in the entire career.
b: Will not be deducted while computing the maximum admissible for encashment at the time of quitting service.
c: The balance at credit should not be less that 30 days after deducting the total of leave, if any availed plus leave for which encashment was availed.
d: Where both husband and wife are government servants, enchashment of leave will continue to be available to both subjecdt to maximum limit of 60 days to each of them.

Misuse of LTC
Disciplinary action will be taken and during its pendency. The disputed claim will be withheld and further LTC facility will not be allowed.
When disciplinary proceedings are over and if found not guilty, then the withheld claim will be admitted and any LTC facility not be allowed additional set in the future blocks of years irrespecitve of the provisions relating to lapsing of unavailed LTC. Such additional sets also should be availed before the date of superannuation.
If found guilty then the withheld claim will be disallowed , the next two sets one to home town and one to any place to India will be forfeited and in the case of grave misuse, the competent authority may disallow even more than two sets.

Demand Survey
Governmet of India is contemplating introduction of a helath Insurance Scheme for central government employees and pensioners and their dependant family members all over india. Ministry of Health & Family Welfae intends to assess the demand for the above scheme fromthe prospective beneficiaies through this survey for taking further steps in this direction.
Who can Join
All the personnel of the central government including all India service officers, serving and retired and others who are covered under the existing CGHS (Central government Health Scheme) and under CS (MA) Rules can join the scheme. The scheme is proposed to be implemented on voluntary basis for existing employees and pensioners and compulsarily for future employees and pensioners.
Insurance Coverage
The scheme shall provide coverage for meeting expense of hospitalization and surgical procedures for beneficiary members up to Rs. 5.00 Lakh per family per year subject to limits, in any of the network hospitals. the benefit to the family will be on floater basis. ie. the total reimbursment of Rs. 5 lakh can be availed of individually or collectively by members of the family.
All diseases under the proposed scheme shall be covered from day one.
Insurance premium.
The beneficiary will have to pay an annual premium which will be determined after the formal introduction of the scheme. It will vary according to the grade pay of the officer. The estimated annual premium for a standard family size will be in the range of Rs. 8000 to Rs 120000 pa. It is however proposed to be subsidised by the government to a considerable extent. The amount of premium shall be decided by the transparent process of bidding amongst the insurance companies paticipating in the scheme. In case of srving employees, the premium would be deducted by the Drawing & Disbursing officer, In the case of Pensioners they would be required to authorise the Bank branch from which they are drawing their pension, to deduct the insurance premium.
Family Size
In case of serving employees, self, spouse, two dependent children and dependant parents would be covered. New born will be covered as a part of insured family member during the currency of the policy.
In case of retired employees, self, spouse,two dependent children and dependent parents would be covered.
Additional dependent family member can be covered under the scheme by paying an additional premium per additional dependent family member. The premium shall be borne by the beneficiary and there would be no govt subsidy for the same.

What is the compensatory allowance for employees ?

Various types of allowances admissible to the central government employees and the conditions for the drawal of  the compensatory allowances.

1. Special compensatory (Hill Areas) Allowances
 This allowance is admissible throughout the year to the central government employees posted at hill stations situated at a height of 1000 meters or more above sea-level. Bad climate allowance is granted at those places which are declared as bad climate areas by the state government for the grant of the allowances to their staff.

The monthly rate of the allowances are given below:

If Grade pay Rs 5400 and above and HAG + and above then  Bad climate allowance: 400, Composite HCA rs. 600.

If Grade pay less than 5400 then Bad climate allowance: 240, Composite HCA Rs. 480.

2. Special compensatory (Remote Locality ) Allowance
This allowance is granted to central government employees serving in specified remote localities of the country.
This allowance amount varies from Rs 400 to 2600 for grade pay of Rs 5400 and above and amount varies from 320 to 2000 for grade pay below 5400.

This allowance is granted to central government employees serving in specified remote localities of the country.

3. Special (Duty) Allowance
1. Admissibility: To central government civilian employees on posting to any station in the North eastern region irrespective of whether the transfer is from outside the Region or from another area of the region. Also admissible to officers posted to N-E council when they are stationed in N-E region.
Rate admissible: 12.5 % of Basic Pay + NP.

4. Island special (Duty) allowance.
Admissibility: central government employees on their posting to the Andaman and Nicobar islands or Lakshadweep. Rates admissibile: Areas around capital towns: 12.5 % of BP + NPA
Difficult areas: 20% of BP + NPA
More difficult areas: 25% of BP + NPA

5. Project Allowance:
This is granted to compensate the employees for lack of amenities such as schools, markets, housing and dispensaries at the places of construction of major projects. For Grade pay of 5400 and above Rs. 1500 per month. For grade pay less than Rs 5400 ,Rs 1000 per month.

6. Tribal Area Allowances.
This allowance is granted in a few places. Tribal Taluks/ pockets in our country. The rate is same as Bad climate allowance.

7. Hard Area Allowance.
Central government employees posted in Nicobar group of Islands and Mincoy in Lakshadweep Islands are entitled to this allowance @ the rate of 25% of Basic Pay + NPA.

8. Bad Climate Allowance
This allowance is admissible to the government servants serving in Bad Climate Area/ Unhealthy locality announced by the Government from time to time. For grade pay of Rs 5400 and above Rs 400 and below Rs.5400 , Rs. 240 .
