In order to give the benefit of increased salariesto its employees, authorities of municipal corporation (MC) have decided to implement fifth pay commission recommendations from next month onwards. This would reportedly lead to an extra burden of Rs 48 crore on the MC exchequer every year.
In a decision taken early this year, state government had approved implementation of the fifth pay commission recommendations and disbursal of increased wages of employees with effect from January 1, 2006. In a letter written to MC, local bodies department of the state had said that if the civic body wanted to implement the recommendations, it was a must for it to generate its own resources so that employees could be given enhanced wages. However, the department had clearly told MC not to expect loan or grant from it.
Fifth Pay commission punjab update:
The Punjab government notified the conversion table of the 5th Pay Commission hiking the basic salaries of state government employees. To be implemented with retrospective effect from January 1, 2006, the government has specified that the enhanced basic salaries will be available to the employees from the July salary payable in August 2009. When the complete report is notified, it will put an additional burden of Rs 2,700 crore on the government.
Much to the disappointment of the employees, the government has not notified revised allowances as recommended by the 5th pay panel. These include allowances such as house rent, non-practising (for doctors) border area, project area, medical, children’s education etc. While the revised basic salary will be payable from retrospective effect i.e. 1-1-2006, the allowances are to be paid from the date of its notification. Further, the government has announced that the arrears of basic salary prior to July 2009 will be paid “in such a manner and at such time as may be decided by government. The revised pay under these rules shall be drawn from the first day of August 2009”. Also, the government has failed to take any decision on enhancement of the retirement age of state government employees from 58 to 60 years. This has come as a major setback to the employees who will be retiring soon, but were hoping to serve for another two years.
Based on the calculations of the basic salary table, the average benefit to employees will be about 27 per cent hike in salaries. But senior officials in some cases will benefit as much as 82 per cent and some clerical level staff as little as 10 per cent. Besides, the salary hike will only benefit whole-time employees of the Punjab government.

The Election Commission of India Saturday approved to grant Dearness Allowance @ 10% to the employees of the unjab Government on the Central Pattern w.e.f January 1, 2009.
The Election Commission of India also gave approval to place the report of the 5th Punjab Pay Commission with the recommendations of implementation committee before the council of Ministers for final decision.
The EC's letter further mentioned that Minister/MP/MLA/MLC etc. acting as an agent of a candidate would not be desirable from the point of view of maintaining level playing field among the candidate and political party. The commission however clarified that the prohibition of the being election/polling/counting agents would also apply to Mayor of orporation, Chairman of Municipality, Zila Parishad, Panchayat Union etc. also. As large number of employees of local uthorities are deployed on election duty. Therefore, a Mayor of Corporation, Chairman of Municipality, Zila Parishad,
Panchayat Union etc. acting as agent for a candidate will be improper and would be contrary to the spirit of level playing field.

The Fifth Punjab Pay Commission has amended pay scales/grades of Teachers and Nursing staff citing typing mistake in the original report submitted by it to Punjab government. Both the categories would be benefitted from the amended grades.
The secratary fifth pay commission punjab Mr R.C.Nayyar in letter written to Punjab government has said that pay grade of teachers and nurses were hiked between Rs.1000 to Rs.1400 respectively. Under the amended grades, the JBT/ETT and B.Ed teachers will get revised grade of 4200 instead of Rs.3000, for craft and vocational teachers the hike will be from Rs.3200 to Rs.4400, center head teacher/Master/Mistress will get Rs. 4600 grade in polace of Rs.3600 given earlier. The pay scale of school lecturer/vocational teacher is revised from Rs.4200 to 5400. For the Principals of Senior Secondary Schools will remain unchaged at Rs.6600.
The Pay Commission has amended the grade of Staff Nurses from Rs.3200 to Rs.4600, Nursing sister/Public Health Nurse(teaching)/Sister Tutor would get Rs.4800 isntead Rs.3800 given earlier. Matron/Assistant Matron/Nursing Superintendent/ District Public Health Nurse grade is
revised from Rs.4200 to Rs.5400. Nursing Superintendent/Principal Tutor's grade is revised from Rs.5400 to Rs.6600. Superintendent Public Health School will get Rs.7400 instead Rs.5700 and grade of deputy director nursing has been revised from Rs.6600 to Rs.7600.
The Commission has also given to PCS (Executive Branch) officers the grade of Rs.6600 after four years service and Rs.7600 after nine years(subject to refresher course) under the dynamic career progression scheme.The condition of refresher course would also apply at the time of getting Rs.8400 grade after 14 years of service.
The Pay Commisison has also given dynamic progression scheme of grades to Medical officers and now Medical officer and dental doctor will get initial grade of Rs.5400, after four eyars Rs.6600, after nine years Rs.7600 with the condition of refresher course and Rs.8600 after 14 years with refresher course.
For Sub Divisional Engineers, Assistant Research Officers, Assistan Electrical Engineers have also been same grades with the condition of refresher course at the time of getting higher grade.

Fifth pay commission submits report in punjab
The Chairman of the Fifth Punjab Pay Commission SK Tuteja Monday submitted the report of pay comission recommendations to the State Chief Secretary Ramesh Inder Singh.
Highlights:
1. Pay Scales, Allowances and Pensions of Punjab Government employees revised.
2. Average increase in salary to be around 27%.
3. The Retirement age for all employees to be 60.
4. Implementation of the revised pay scales from January 1,2006.
5. Recommendations relating to allowances to be implemented from the date of notification by the Government.
Five distinct running pay bands with longer spans being recommended-one running band each for all categories in groups D,C and B and 2 running pay bands for Group ‘A’.
Each post has a distinct Grade Pay attached to it. Grade pay is linked to its seniority in the hierarchy.Total number of Pay Scales to remain 32, spread across five distinct running pay bands.Several categories of employees such as Teachers, Nurses, and Constabulary to get higher pay scales.
A person stagnating at the maximum of any pay band for more than one year continuously to be placed in the immediate next higher pay band without any change in the grade pay.
