Anomaly Committee sixth Pay Commission:

 

Natinal-Anomaly-Committee-Tenure

The tenure of National Anomaly Committee, set up to look into anomalies arising out of recommendations of Sixth Central Pay Commission, has been extended up to 31st March, 2011.

 

The National Anomaly Committee is not expected to submit any report. Anomalies are resolved through the process of constructive dialogue and discussion with the representatives of the Staff Side.

 

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances & Pensions, Shri Prithviraj Chavan in written reply to a question in Rajya Sabha

  2. What is the latest news on one time increment? In my case after drawing increment in Feb 2005 I got my next increment on July 2006 i.e. after 17 months. I retired on superannuation on 30th June 2010, again there is no increment for 12 months service, total loss is 17 months without increment. Is it not an anomaly? cvktly@hotmail.com

Term of NAC of 6th PC shall be extended till constitution of 7th PC and the reference may be amended to read that the NAC is not expected to resolve the anamolies brought before it and shall leave them to the 7th PC to look into them. The Memebers and Chairman of the NAC be remunerated at par with that of the Member of Parliament (as proposed) in addition to their Salary, if any.

  8. would it be observed by any of the members of anomaly committee, kindly find some viable solution to the system of granting annual increment as pointed out by one of the readers above. Further to add those retiring in June though puts in a complete service of 12 months after first of july but allowed pension on their last pay drawn that is without granting benefit of next increment inspite of having rendered 12 months service, kindly have this looked into.

    So many officials, pensioners are repeatedly expressing various anomaly here and through web sites. But it seems that the National Anomaly Committee is not caring such anomaly. It is not known why the NAC is expecting the anomaly only through unions, departments etc.. Will the NAC take up all issues / anomaly atleast hereafter.

    My date of enlistment is 13/12/2002. My Basic Pay Rs. 3455/- on 1.1.06. Pay fixed on 1.1.06. was 7510/- + 2400 GP and DNI on 1.7.2006. Now my basic re-fixed on 1.1.2006 with Rs. 6430(3455 * 1.86)and stepped up pay on 21.1.2006 with Rs. 7510/- equvivalent to my junior/newly recruited on that day and DNI 1.7.2007. As per rule 10 of 6th pay commission my DNI 1.7.2006 coz my revised pay structure not changed. I'm correct or not.

    My date of joining is fab.-2004. My Basic Pay Rs. 12470/- +4800 GP on 1.1.06. Pay fixed on 1.1.06. was 13350/- + 4800 GP and DNI on 1.7.2006. Now my basic re-fixed on 1.1.2006 with Rs. 13350 and stepped up pay on 7.1.2006 with Rs. 13350/- equvivalent to my junior/newly recruited on that day and DNI 1.7.2007. As per rule 10 of 6th pay commission my DNI 1.7.2006 coz my revised pay structure not changed. I'm correct or not. Is it not an anomaly?from- vkb

    My date of appointment to IFS cadre from State service is 23rd June 2006. My pay fixed on the same date at Rs.24920/- +6600 GP. In the State service my next increment due was on 1st August 2006. But i got increment during 1st July 2007, due to which i got loss of increment for about 11 months. How to get the anomaly rectified?

    I was in GP Rs. 4600/- in PB-II, later i have got selection through UPSC in PB-III GP s.5400/- but i have joined the new organization on 27/01/2010 though my service is carry forward as a permanent employee, i was denied to give the incerement in the month of july 2010, where as a fresh employee those who joined 31 december and just completing 6 month they are getting one more increment. in my case to get an increment i have to wait 18 months. Hence please suggest me the way to rectify the anomaly.

  19. Employees whose increment date fell between 1 Feb to 30Jun in V th CPC time were punished without any crime and whose date of increment was 1 Dec were rewarded without doing anything. This is against the natural justice. Our representative are not doing anything. Now there should not be discussions but a legal course should be initiated by our Associations who are discussing on employee's behalf.

I am working in Western Electricity Supply Company of Orissa Ltd. as a junior Accountant.I have been appointed in July-2004 and have been regularised in July-2006.As our regularisation happens in July-2006 our Pay has been fixed in the minimum pay band as per the sate govt. of Orissa follows.No Entry Pay has been given to us.I think waht Cetral Govt. has fixed pay for the new entry laevel posts joined after 01-01-2006 is a good step but some state govt.s are not following as ours so we all are suffering a lot.I request the National Anomaly Committee should consider this in the central level to rationalise all the pay for different posts by multiplying the previous scale in to 1.86 irespective of date of joining so that the different state govt.s will interpret the difference between Pay Band and Pay Scale.

  23. so far the anomaly pertaining to fixation of pay for departmental promoted in comparison to directly recruited candidate is pending will we ever get the entry pay in our dept. no direct recruits are available for stepping up of pay

  25. one time increment is OK, there is nothing to think too much to do justice as it is very clear. i.e.

    1. whose DNI falls between 01.08.2005 and 01.01.2006 gets next increments in a span of 06 to 11 months.
    2. whose DNI falls between 01.02.2006 and 01.06.2006 gets next increment in a span of 13 to 17 months.

    stepping up between
    1-1-2006 and
    1-7-2006
    Rule 10 clearly states
    that if you are
    completing 6 months
    in "revised pay
    structure" ( grade pay
    + pay band ) then you
    are eligible for next
    increment on
    1-7-2006 irrespective
    of change in basic
    pay.
    so if your grade pay
    and pay band range
    remain same but your
    basic pay increase
    between 1-1-2006
    and 1-7-2006 then
    you are entitled for
    an increment on
    1-7-2006, since
    stepping up also use
    same rule

  29. I am working in Krishi Vigyan Kendra, Keonjhar under Orissa University of Agriculture and Technology (OUAT) as Jr. Steno-cum-Computer Operator since October 2006. It was seen that when sixth pay fixation occurs (July 2010) I am less paid Rs.830/- from my fifth pay. And now it was revealed that I am less paid Rs.1250/- from last 5-6 months. All employee aspects to increase their salary except us. My scale was 4000-100-6000 and after revised it was 5200-20200 and G.P 2400/-. I complained it all the high level officers even if Anomaly committee Chairman and Convenor Anomaly committee. but there is no result since last one year. Hence please suggest me the way to rectify the anomaly.

    (1) uniform multiplication factor is applied
    (2) 12K was given PB4 Status as done in Defence ministry

IITM, Pune (Indian Institute of Tropical Meteorology, Pune) which comes under Ministry of Earth Sciences not implemented 5th pay commission and hence 6th pay commissions to harass Schedule Caste and Schedule Tribe Employees. Does any provision so that the anomalies will given to employees for these people for the same.
