Reference : This office letter of even No dated 14.08/2015
A copy of the DDGCS letter 96301/Q/DDGCS/Policy dated 12.08.2015 regarding CSD Canteen facilities to retired Defence Civilians. is forwarded herewith for information and necessary action. The letter is to be given wide publicity by displaying on the notice boards / websites.
2. Further, attention is invited to point 7 and 9 of the letter wherein action to be taken on the part of the Department from where the Officer/ employee has retired has been mentioned. The Pr Controllers/ Controllers are requested to nominate an Officer not below the rank of an Under Secretary to Govt of India or equivalent for countersigning the application forms received from the applicants.
The orders should be promulgated and the details be forwarded to DDGCS, Army Headquarters, New Delhi.

Retired Government Employees Can Now Avail Benefits Of Missed Promotions

Retired government employees who missed out on their promotions due to late meetings of the committees deciding on such departmental elevations will now be able to avail its post-retirement benefits.
"Instructions have been issued to all ministries and departments to give benefit of promotion to those employees who missed it due to late meeting of Departmental Promotion Committee (DPC)," an official in the Department of Personnel and Training (DoPT) said.
It would not be in order if eligible employees, who were within the zone of consideration for the relevant year but are not actually in service when the DPC is being held, are not considered while preparing year-wise zone of consideration or panel, as per the DoPT order.
Consequently, their juniors are considered (in their place) for promotions, who would not have been in the zone of consideration if the DPC had been held in time, it said.
"Appointment Committee of Cabinet has observed that DPCs often do not consider such eligible officers who are retiring before the occurrence of the vacancy in the panel year," the order said, adding that this "undesirable trend negate the very purpose" of government's existing instructions for inclusion of such employees.
There have been reports that some of the eligible retired employees are not being given the benefit of promotion which they missed due to late DPCs. In fact the DPCs were being held very late, the official said.
The DoPT has asked all central government ministries and departments under it to ensure "strict compliance" of its instructions to include retiring employees for promotions in case the DPCs are delayed.
Such retired officials would, however, have no right for actual promotion, the DoPT official said.

The top two officials in the state administration of Andhra Pradesh, chief secretary, Mr S.V. Prasad, and the director-general of police, Mr K. Aravinda Rao, will benefit from the Centre’s decision to set the retirement age for civil servants at 62 years from the present 60 years. Mr Aravinda Rao was due to retire in June and the chief secretary in September.
Sources told this newspaper that the Cabinet subcommittee of the Union government gave its nod for enhancing the retirement age, and orders amending the service rules are expected much before the retirement of the two officials. The Prime Minister, Dr Manmohan Singh, was keen to enhance the retirement age of bureaucrats.
Sources said that though the proposal is ready for implementation, there will be a few months’ delay because the government wants to make Mr Pulok Chatterjee the new Cabinet secretary at the Centre and prefers to wait for bureaucrats senior to him to retire before it makes the announcement.
Mr Chatterjee had earlier worked with the UPA chairperson, Mrs Sonia Gandhi, and is considered a natural choice to take over from the incumbent Mr K.M. Chandrasekhar. “There are a few bureaucrats senior to Mr Chatterjee and the Centre will wait for their retirement in April,” explained a senior official.

OFFICE MEMORANDUM
Subject: Applicability of CCS (RP) Rules, 2008 to persons re-employed in Government Service after retirement and whose pay is debitable to Civil Estimates. 
The undersigned is directed to refer to this Department's O.M. No.3/13/2008-Estt. (Pay II) dated lltNhovem ber, 2008 on the above-mentioned subject. Certain references have been received seeking clarification regarding the manner of fixation of pay of retired Defence Forces personnel/officers re-employed in Central
Government Civilian posts, after the implementation of CCS (RP) Rules, 2008. This has been considered in consultation with Department of Expenditure. The pay fixation of reemployed pensioners on re-employment in Central Government, including that of Defence Forces personnel/officers, is being done in accordance with CCS (fixation of pay of re-employed pensioners) Orders, 1986, issued vide this Department's O.M. No.
3/1/85-Estt. (Pay II) dated 3lStJuly, 1986 (as revised from time to time).
2. After the introduction of the system of running pay bands and grade pays, it has been decided to amend the relevant provisions of CCS (fixation of pay of re-employed pensioners) Orders, 1986 in the manner indicated below:

However, he shall be :ranted the grade pay of the re-employed lost. The maximum basic pay cannot exceed the grade pay of the re-employed lost plus pay in the pay band of Rs.67000 .e. the maximum of the pay band PB-4. In this case, on remployment, his basic pay will continue to be Rs.61700. However, his grade pay on re-employment will be Rs.7600 and the pay in the pay band Rs.54100. Thereafter, the non-ignorable part of the pension will be reduced from the pay so fixed. Note: In the revised pay structure, basic [ay is pay in the pay band plus the grade pay attached to the post. |
| Para 4(c): The re-employed pensioner will, in addition to pay as fixed under Para (b) above shall be permitted to draw separately any pension sanctioned to him and to retain any other form of retirement benefits. | Para 4(c): No change |
| Para 4(d): In the case of persons retiring before attaining the age of 55 years and who are re-employed, pension (including PEG and other forms of retirement benefits) shall be ignored for initial pay fixation in the following extent:- (i) In the case of ex-servicemen who held posts below Commissioned Officer rank in the Defence Forces and in the case of civilians who held posts below Group 'A' posts at the time of their retirement, the entire pension and pension equivalent of retirement benefits shall be ignored | Para 4(d): In the case of persons retiring before attaining the age of 55 years and who are re-employed, pension (including PEG and other forms of retirement benefits) shall be ignored for initial pay fixation in the following extent:- (i) No change. |
| (ii) In the case of service officers belonging to the Defence Forces and Civiliar pensioners who held Group 'A' posts a1 the time of their retirement, the first Rs. 5001-* of the pension and pension equivalent retirement benefits shall be ignored. (*Already revised to Rs. 40001- vide O.M. No. 311312008-Estt. (Pay II) dated October 2008 | (ii) In the case of Commissioned officers belonging to the Defence Force and Civilian pensioners who held Group 'A posts at the time of their retirement, the first Rs.40001- of the pension and pension equivalent retirement benefits shall be ignored. |
Resentment is prevailing among the retired railway employees as they are not getting the revised pension as per the recommendations of Sixth Pay Commission, asserted SK Singh, president of United Forum of Pensioners Association while addressing a meeting.
He also said that retired employees of many Central government departments are not getting the revised pension due to the callous attitude of the authorities concerned.
