MACP Clarification for Central Government Employees

Modified Assured Career Progression Scheme (MACPS) for the Central Government Civil Employees. Clarifications issued by DOPT.
This is in reference to the Department of Personnel and Training Office Memorandum of even number date the 19th May, 2009 regarding the Modified Assured Career Progression Scheme (MACPS). Consequent upon introduction of the Scheme, clarifications have been sought by various Ministries / Departments about certain issues in connection with implementation of the MACPS.
The doubts raised by various quarters have been duly examined and point-wise clarifications have accordingly been indicated in this Clarification issued by DOPT.

Point of Doubt
1: Whether the Pay band would change in the hierarchy Pay Bands & Grade pay on grant of the benefits under MACPS ?
Clarification:
Yes. The upgradations under MACPS is to be granted in the immediate next higher grade pay in the hierarchy of recommended revised pay band and grade pay as prescribed in the CCS (RP) Rules, 2008.

2: Whether the benefits of MACPS would be allowed to the Government servants who have been later on inducted in the Organized Group "A" service ?
Ans: No the benefits under MACPS is not applicable to Group "A" officer of Organised Group "A" service, as the officer under Organized Group "A" service have already been allowed parity of two years on non-functional basis with the officers of Indian Administrative Service (IAS).

3: How will the benefits of ACP be granted if due between 01.01.2006 and 31.08.2008 ?
Ans: The new MACPS has come into existance w.e.f 01.09.2008. However, the pay structure has been changed w.e.f. 01.012006. Therefore the previous ACPS would be applicable in the new pay structure adopted w.e.f 01.012006.

4: Whether the benefits of MACPS would be granted from the date of entry grade or from the date of their regular service / approved service counted under various service rules ?
Ans: The benefits under MACPS would be applicable from the date of actual joining of the post in the entry grade.

5: In a case where a person is appointed to an ex-cadre post in higher scale on deputation followed by absorption whether the period spent on deputation period would be counted as continous service in the grade or not for the purpose of MACPS.
Ans: (I). Where a person is appointed on direct recruitment / deputation basis from another post in the same grade, then past regular service as well as past promotions / ACP , in the earlier post, will be counted for computing regular service for the purpose of MACPS in the new hierarchy.
(II). However , where a person is appointed to an ex-cadre post in higher scale initially on deputation followed by absorption , while the service rendered in the earlier post which was in a lower scale cannot be counted , there is no objection to the period spent initially on deputation in the ex-cadre post prior to absorption being counted towards reglar service for the purpose of grant of financial upgrdation under MACPS, as it is in the same pay band / grade pay of the post.

  2. Most of the staff nurses and pharmacists working in CGHS under the ministry of health & family welfare have not been sanctioned MACP till date, though they are eligible to get it. Even some of them from September 2008 as per the OM No-35034/3/2008-Estt.(D) Dated 19th May,2009 for immediate implementation.This is harassment to those staff from the concerned department.Can any one suggest what to do in such circumstances.

  4. 1. I joined ICAR services on 21.6.1975 I was promoted to UDC trough limited departmental exam during 1983 and thereafter promoted to Asstt. on 27.4.1993. I refused promotion as AAO offered to me during Sept. 2005(i.e. after 3 months of completion of 30 years of service). I had completed 30 year of service on 21.6.2005 and 10 year of service as Asstt. on 27.4.2003. As per para 25 of MACP kindly advice whether I am eligible for 3rd financial up gradation on 27.4.1993 (i.e. 1.9.2008 date of implementation of macp) as my office has not granted me 3rd financial up gradation with the view that I had refused promotion offered to me during sept., 2005 whereas I had been stagnated to the post of Asstt. on 27.4.2003.

  6. I joined on 16.02.1994 in doordarshan & not got acp/macp till today. From 1.1.1996,i got scale 6500-10,500.Which scheame should i opt.can i opt individualy.Deptt.is giving macp. On 1.1.2006 my basic is Rs.8500/-pl explain with process/example.This time i got pay band/GP as 9300-34800/4600.Can i get basic Rs7450/-as per yr order.

  8. I have joined in postal department on 21/04/1981 as postman and got 1st regular promotion as postal assistant on 11/01/1994. No any promotion got since 31/08/2008.The divisional superintendent has given me 1st financial up gradation under MACP Grade Pay of Rs 2800/ after completion of 10 years service in pa cadre. I want to know when I will get my 2nd /3rd financial up gradation G P Rs 4200?

    I joined in the service during 1996 in the 5000-150-8000 scale of pay and in 2000 I was selected to the higher post of 5500-175-9000 scale by UPSC on direct recruitment.After the 6th pay commission both the posts are merged after the scales are merged under 4200 GP.Wether my service for the purpose of MACP will be counted from 1996 or 2000. Kindly indimate

    Child Care leave is applicble to only woman employee. Does the man does need the child care leave. In most cases where the women works, the husband also works. But in case of man, most their spouses are housewives. So, for looking after the needs of their child the house wives cannot and sometimes does goes out. In that case the man has to do the job of outside the house such as going to childs school, or giving medical care etc. So, Child leave should also be given to male employees. It is also unjust to the constitution of India where it is clearly said that man and women are equal in every respect such as pay etc. So why such diaparity?

  20. I was appointed as LDC in 1974 and promoted to the Auditor grade after passing the SAS Part I examination in 1985 and the individuals appointed with me got promoted in 1987. Please confirm that this promotion will be ignored for counting promotions under ACP/MACP as in the case of individuals appointed as LDC promoted as Auditor after graduation and appearing in departmental examination held for graduate clerk

  24. Myself appointed in the CPO during 1990 in the pay scale starting with Rs.825/-. Till 13 years of my service I did't get any promotion departmentally. At last as per the provision of 5th pay commission I got my first ACP in the next scale sarting from Rs.3200/- after fulfilling the required departmental criteria in my entry grade. Thereafter, I appeared in a test departmentally for a post of which the pay scale is same of which I got ACP but only my cadre has been changed due to my success in the test(my earlier service has also been counted). But my department denied to fix my pay in the new post by saying since I have already drawing pay in the same scale, there is no provision to fix my pay again. Further, when I got completed my 20 years service, according to the 6th pay commission report, MACP is admissible to a person completed 10, 20 and 30 years of service, I again approached my department by quoting I did not get my pay fixed on my promotion/change of my entry cadre, now my department is in a plea that I have to complete my 10 years service in the new cadre and they did't yet turned up to fix my pay in the second MACP after lapse of appx 8 months.
    Please tell me whether am I eligible/entitled to get my 2nd MACP on completion of my 20 years and if so, what type of action to be taken by me to get the same.

  26. I was appointed as LDC and after passing the deptt examination part I for the promotion to supervisory post i got promoted to the post of UDC. Please clarify that this promotion will be treated as promotion for the purpose of upgradation under ACP/MACP or will be ignored.Please clarify in the light of orders issued durin 2004.

The pay commission has compounded the mess created by adoption of 5th pay commission of technical post of pay scale Rs2000-3500 to Rs 6500-10500.Also awarded the launch of ACP scheme condition apply without logic on ex- cadre post.Hierarchy, promotion post and feeder- line post application based on recruitment rules have been dealt casually resulting in untold misery and frustation for their post being considered under categoary of isolated post.The isolated post and pay scale framed for isolated post is the root cause of creating anamoly among technical post.for example,suppose there are 10 group B post of pay scale 6500-10500 in agriculture sector with varied RR.The next senior post is of 10000-15200.The RR of the senior post so framed that only 9 post is made in line of promotion from 6500-10500.All these 10 group B post are in hierarchy of group A post but all not included in promotion line.Who will take pain and interest to revise the RR of one group B post for consideration of awarding ACP grade promotion.The officer is senior most to 9 group B officer but he is given ACP of grade of isolated framed pay scale of 7450-1150.All his junior collegue got ACP promotion of pay scale 10000-15200 and is working under them.The 6th pay commission blindly did the same thing and did not either remove of anamoly of RR by themselves or made it mandatory to department to amend it pragmetically before implementing MACPS.

  30. I joined as JE in DDA on 23.1.1981 in the scale of Rs.425. I got my 1st promotion as AE in the scale of Rs. 650 on 2.9.1985 ( after 4 years & 8 months). There after I got my second ACP in scale of Executive Engineer Rs.10000/ in January 2005 after completing 24 years of service. I got my second promotion as Executive Engineer in the scale of Rs. 10000/- on 28th August 2008, but I didn't get any financial benefit at that time, since I had already got the scale of EE through 2nd ACP in January 2005.Now I want to know whether I will get my 3rd ACP under MACP from 1.9.2008 (since I had got my 1st promotion after 4 years & 8 months)or in January 2011 i.e after completing 30 years of service.Please send the reply at my E-mail address

  32. I have joined in CPWD on 19.05.1994 as LDC. Thereafter, on 10.11.1999, I got promotion as UDC. Hence, my ten years as UDC completed on 09.11.2009. Please confirm am I eligible for 10 years ACP as per MACP scheme please.

  34. Ijoined inJune1992 as stores clerk and got promotion on merit in APRIL 1997 AS JR.STOREKEEPER After completion of 10 years in present scale i got 2ND MACP FOR RS. 2800/- GRADE PAY. But in our dept./cadre there is no 4500/- pay scale(Vth CPC). After 4000/-pay scale(2400GP) there is 5000/- pay scale(4200GP). most of the staff get 4200/-GRADE PAY, BEFORE SEPT 2008. WHY WE ARE NOT GETTING THE SAME THERE IS A BIG ANOMALY. AND IF I GOT 1st promotion on merit(competative dept. exam) then how they calculated this is 2nd macp. pls. clarify

  38. i am working in Railways, i have completed 10 years service in present PB & GP, in the 10 years of service 2 years are Adhoc service and i was regularised in continution of my adhoc service i.e without break.
    in view of above administration is not giving me MACP benefit by mentioning that you have not completed 10 regular years service.

I have joined as divisional accountant in the office of the accountant general my basic was 5500-9000 in the time of joining after the 6th cpc three scale have been merged but we are still getting the GP4200.According to the last order issued by the ministry they have written that theses scale will merged to the next higher scale but last two years there is no progress. Our association says that the file has forwarded to the the CAG for considaration what are the possibilities in this please clearify me.

    My particulars are as under.

    1. I joined in the ex-cadre post on deputation on 13.10.1988 at O/o Development Commissioner for Iron & Steel, Kolkata. This office is an attached office of Ministry of Steel. Subsequently I got absorbed in the organisation.w.e.f 28.08.1991.
    2. I got one promotion on 17.10.1996. The scale(revd.) presently I am enjoying is 15600-39100/- and the Gr.Pay is 7600/-.
    3. I completed 20 years of service vis-a-vis to the entry level posting mentioned at (1) on 12.10.2008.
    4. I have been given 2nd Macp w.e.f 13.10.2008. Since I was at the highest Gr. Pay of 7600/- in the Scale 15600-39100/-. I was allowed next Gr.pay i.e. 8700/- which is that of the next Pay Band. However I was not given the benefit of the Pay Band. IS IT IN ORDER?
    5. Incidently, there is no post of the next Pay - Band having Gr.Pay 8700/- in the Kolkata Office, though it is available at the Ministry.

    Kindly clarrify as I am due for retirement on 30.04.2011.

    i got 1st ACP on 9899 in the pay scale of 5500-9000,
    2nd ACP on Dec-06 in the pay scale of 6500-10500.
    i was appointed to ex-cadre post and not promoted, kindy advise me, after completing 28 years of service at one post what should be my grade pay?

As per the 6th pay commission the GP for station masters restricted as 2800 4200, 4600. I got my GP 4600 on 14/12/1998.   59. I joined IndianRailway as Stenographer in the pay scale 330-560(Gr.Pay 2800) (with one advance increment of Rs.10). In 1987 I got my first promotion in the scale 1400-2300(Gr.Pay 4200) as Sr Steno. In May'1991 I changed my category(after qualifying App.II-A Exam.)from Stenographer to CG-I and A/cs.Assistant(direct)on the very next day and re-fixed in the pay scale Rs.1400-2600(Gr.Pay 4200).Now as per 5th and 6th Pay Commission both the scales(1400-2300 and 1400-2600) have been merged in the scale of Rs 5500-9000(Gr.pay 4200). Now inthe 6th Pay Commission,I got my 2nd MACP in the Gr.Pay of Rs 4600 w.e.f 1.9.2008. Now I have completed my 30 years of service on 8.2.2010. Administration has treated my two promotions one is in scale of Rs.1400-2300(Gr.Pay 4200) and another is in Rs.1400-2600(Gr.Pay 4200)which are identical grades. My question is whether I am eligible for my third MACP from the date of completing my 30 years of service i.e 8.2.2010 because these two grades are identical and how can it be treated as two promotions in one Gr.Pay i.e. Rs.4200.

I have passed limited departmental competetive examination(LDCE)conducted by UPSC for the year 2006 for section officers post with the grade pay of Rs.4800 with non functional selection grade(NFSG) pay of RS.5400 after completion of 4 years of SO. The exam for this post for the year 2006,2007 and 2008 was actually combinedly conducted in 2010 and the final result declared in september 2011.I was already drawing grade pay of Rs.4800 under MACP from sep.2008 prior to my promotion due to which I do not accrue any monetory benefit on my promotion as SO.As I have availed promotion after passing the exam for the year 2006,I may please be clarified as to whether I am entitled for the grade pay of Rs.5400 from the year of exam ie.2006 or from the date of my assumption of charge as SO ie. from sep.2011.Kindly clarify.

    My date of joining is 07-08-1997.My Scale was 4720-150-5020-165-9040.After ten years ACP due date is 07-08-2007.At dated 01-01-2006.
    I got payband 9300-34800 and grade pay 4200.The grade pay of previous ACP Scale is also 4200.What will be the grade pay in 6th PRC Structure in MACP Scheme.Please clearfy it.

I Joined on adhoc in 5/81 and served up to 84,then regularised ,latter re deployed to other department through surplus and joined the new department.As per rules i filed a case against the department for my promotion saying that my services from my date of appointment may be considered for promotion including adhoc.This case settled in my favor and i was promoted to next higher post.As per ACP scheme the department objected to extend the II ACP saying the service of adhoc could not be considered,only the service from the date of regularisation only to be considered.In this regard it is requested please suggest a way.

  70. I was DPA-A in the yr 16-01-1991 in the scale of 5500/-Old scheme. Afterword i got adhoc promotion in the 20-02-1996 as DPA-B. There was no break-in period and in the yr 2005 i got the regular promotion.Pl tell me when i will get the MACP.

  72. MACP and all other allowance should be made effective wef 1.1.2006. The new table for commutation of pension which is effective wef 1.9.2008 are being taken into account for the employees who retired from 1.1.2006 to 31.8.2008 which is not justified as it is less beneficial. The Pay commission is friendly to the government.

  74. I joined service with UP govt on 8000 (old) scale in Dec 1992. I worked with the state Govt for 9 years till 2 Dec,2002. I joined on the same scale with Central Govt on 3rd Dec, 2002 and got my 1st promotion after 16 years of service in next grade pay in Sep 2008. I will be completing my 20 years of Govt service(9 years State Govt & 11 years Central Government) on 3rd Dec , 2012. I want to know whether I'll be eligible to get MACP to next grade pay this year or not.

I was appointed as directly junior appointed as junior accountant in department of post with effect from 08-01-86 in the scale of 1200-2040 and promoted as senior accountant w.e.f 29-08-1990 in the scale of 1400-2600 and granted 2nd MACP on 01-09-08 in the scale of 9300-34800 with grade pay of 4600. Other directly junior accountant appointed prior to 31-08-84 has been granted 2nd MACP in the pay scale of 9300-34800 with grade pay of 4800 due to the reason that they have been granted 2nd old ACP in the J.A.O scale. Please clarify in this regard.

    In view of above Administration is not giving me MACP benefit by mentioning hat you have not completed 10 years regular years service. Kindly, guide me as I am due for retirement on 31.08.2013.

    I am working in Central Govt. Service as Hospital Attendant Grade-II and my service details given below.

    1.Date of Joining in Service, 01.09.1993 (Pay scale 750-12-810)

    2.In Compliance with office order No.PGI-MA-98 dated 15.04.98 regarding Revision of Pay under C.C.S.(R.P.R.)96 pay revised from Rs. 774 to 2550 on 01.01.96 in the revised scale of 2550-3200 with DNI on 01.06.96 raising pay to Rs.2605 and further raising pay to Rs.2660 on 01.06.97.(According to 5th Pay Commission)

    3.On the recommendation of the Departmental Screening Committee in its meeting held on 07.02,2006 graned me 1st Financial upgradation under the ACP scheme in the Pay Scale of 2650-400 w.e.f.30.06.2005. The Pay fixed under FR22(I)9(I) as under:-
    Old Pay Scale:- 2550-55-2660-60-3200
    New Pay Scale:- 2650-65-3300-70-4000(According to ACP)

    4.In Compliance with office order No.PGI/6thCPC/2008-2009 dated 17.10.2008 regarding Revision of Pay under C.C.S.(R.P.R.)2008 pay revised from Rs.3300 to Rs. 6140+1650 on 01.01.2006 in the revised scale of 4440-7440+1650 with DNI on 01.07.2006 raising pay to Rs.6380+1650 and further raising pay to Rs.6630+1650 on 01.07.2007 and 6880+1650 on 01.07.2008.(According to 6th Pay Commission) and again refixed the pay as under:-

    6140-1800-7940 on 01.01.2006
    6380-1800-8180 on 01.01.2006
    6630-1800-8430 on 01.01.2007
    6890-1800-8690 on 01.01.2008

    Question:- Is this fixation is correct? What will be my Pay Scale after completion of 20 years as on 30.06.2013?

  92. I joined as LDC in 1989 and I was given appointment order as Stenographer(Gr.D) in 1990. I got promotion to Group B post (Gr.Pay 4600/-) through Departmental Examination Quota in the year 1999. Now I am given MACP in the Grade pay of 4800/- by stating as III benefit. I feel I should be given it as II benefit. Please clarify.

I was appointed on 25.08.1988 as Pro CC and promoted as Sr. CC (1st promotion) on 29.01.1994, In March 2002 I was selected for the ex-cadre post of Commercial Inspector(GP 4200/-) and have been subsequently absorbed as Commercial Inspector(GP 4200/-)in my parent cadre. Will the year of joining the ex-cadre post of Commercial Inspector be reckoned for the purpose of calculation of MACPS to GP 4600/-.PHONE 9230341502

  96. If an employee not attended the duty for two years and availed leave without pay and the leave is regularised by compitent authority. But the authority to write confidential report has not given any grading and mentioned 'not attended duty and no grading'and subsequently the employee is due for MACP what DOPT says when CR grading is silent.

  98. Post of Assam Rifles (CPMF) Lank Clerk, Naik Clerk were merged with Rfn Clerk and Havildar clerk on 10.10. 1997. Post of ASI introduced wef 10.10.97 and abolished in 2003. Warrant officer were promoted to Nb/Sub clerks after having completed 5 Years service as ASI. How the MACP is to be granted.

  106. I got promotion from Jr Accountant to Sr. Accountant on 17.02.2004. My MACP is due on 17.02.2014(after completion of 10 years in SA cadre). Whether the dies non period from entire service or from 17.02.2004 to 17.02.2014 will be taken into account.

I request sir that in seventh pay the that Pay Band and grade pay of any post would be identical as it is facing very hardship to all because we got promotion and also getting higher responsibilities, but not pay fixation benefit due to identical scale. so kindly see no any post are having identical scale

Rs.1900 (Revised) on 01.05.1984, thanafter got TBPS in the scale of Rs.2400 (Revised) than got 2nd ACPS in the scale of Rs.2400 (Revised) after completion of 24 years of service as i have not got any pay fixation benefits due to identical scale. Here i would like to say that if we donot got any pay fixation benefit than what is the use of giving 2nd ACPS after completion of 24 years of service. thanafter i got 3rd MACPS in the scale of Rs.2800 (Revised) Shamsunder Salgaonkar of Goa Police Department
