The Cabinet memorandum prepared for the revised pay scales of the State Government employees said that the State Pay Commission, 2008 was for making applicable the various allowances like TA/DA, etc, and other benefits the employees are entitled to, on the basis of the Grade Pay it has suggested. The Committee constituted by the Government to examine the Pay Commission report also suggested continuation of the system of gradation of posts for the purpose of TA/DA and other allowances.
But, the Committee, while agreeing to the suggestion of the Pay Commission to offer house rent allowance (HRA) to the employees in four categories, suggested some modifications in this regard.
The Pay Commission suggested that 15 per cent of the basic pay should be paid as HRA to those employees who are serving in Guwahati and residing in rented houses. But this allowance should range between Rs 1,250 and Rs 6,000 per month.
Those serving in other places of the State and residing in rented houses should be paid HRA at the rate of 12 per cent of their basic pay. But the allowance should range between Rs 1,000 and Rs 4,000 per month.
The employees living in own houses anywhere in Assam should be paid HRA at the rate of 10 per cent of their basic pay with maximum of Rs 4,000 per month.
Employees serving in places outside Northeast region should be paid HRA at the rate admissible to Central Government employees or State Government employees, whichever is beneficial to them, the Pay Commission said.
The Committee suggested that the second category of employees should get a maximum of Rs 4,800 per month as HRA.
Both the Pay Commission and the Committee were of the opinion that the city compensatory allowance should be abolished in line with the Government of India. They are also of the opinion that the special pay for all categories of posts should be abolished.
However, on the Pay Commission recommendation to extend various facilities and benefits, such as introduction of Comprehensive Health Insurance Scheme, setting up referral boards at zonal level, etc, the Committee said that the Health Department might be entrusted with the job of examining these recommendations. And in the meantime, the existing provisions may be continued, the Committee said.
But, the Committee agreed with the suggestion of the Pay Commission to discontinue the system of conferment of gazetted status to the employees and officers. It also supported the provision of annual increment at the rate of two per cent and an additional increment at the rate of one per cent on the basis of performance to theemployees.
The Pay Commission suggested enhanced insurance coverage to the employees at five different rates. It suggested the rate of Rs 1,00,000 for those entitled to a grade pay of up to Rs 1,600, Rs 2,00,000 for those earning between Rs 1,800 and Rs 2,800 as grade pay.
The Commission suggested an insurance coverage of Rs 3,00,000 for those earning a grade pay between Rs 4,200 and Rs 5,100, Rs 4,00,000 for those earning a grade pay between Rs 5,400 and Rs 6,600 and Rs 5,00,000 for those earning a grade pay of Rs 7,200 and above.
The Committee suggested that the enhanced insurance coverage should be linked with four monthly subscription rates of Rs 400 for getting an insurance coverage of Rs 4,00,000, Rs 300 for those getting the coverage of Rs 3,00,000, Rs 200 for those getting the coverage of Rs 2,00,000 and Rs 100 for those getting the coverage of Rs 1,00,000.
It needs mention here that the State employees have been agitating on the issue of non-publication of the detailed report of the Pay Commission and particularly on the issue of HRA, Medical Allowance, TA/DA, etc. They have further demanded three per cent annual increment.
