The Department of Posts issued order on Inter Circle transfer of Inspector of Posts under rule 38 of P&T Manual Volume IV.
Previously there was neither any position for direct recruitment nor for surplus qualified Inspector of Post for appointment against the unfilled vacancies of other Circles through Departmental Examination. Therefore the inspector of Post seeking transfer under Rule 38 could be adjusted against the available vacancies. The existent recruitment rules for inspector of Post Provided for 1/3rd vacancies to be filled up by Direct Recruitment quota and provision of grant of promotion to surplus qualified candidates against the unfilled vacancies of other circles, therefore a need has been felt to issue guidelines to regulate the request for transfer received from the inspector of posts. Such guidelines are also necessary to ensure correct calculation/ projection of vacancies in the cadre of Inspector of Post.
