Non-Functional Upgradation (NFU) for Officers of Organised Group 'A' Setvices in PB-3 and PB-4.
The Sixth Central Pay Commission had observed that the disparity, as far as appointments to various grades in the Centre are concerned, should not exceed 2 years between IAS and Organized Group 'A' Setvices. The matter relating to grant of Non-Functional Upgradation to officers of Organized Group A Setvices has further been examined in this Department and following clarifications are issued.
Point of Doubt 1
The scheme of NFU be made applicable to JTS officer of Organized group. A service in view of acute stagnatiion at the level of JTS in many services.
Clarification
In case no IAS officer is available for comparison in STS grade, grant of Non-functional upgradation to STS level may be allowed after 7 years of service as Group 'A'. This upgradation shall be subject to the terms and conditions specified in the DOPT OM dated. 24-04-2009.
Point of Doubt 2
The term 'Batch' cannot have different meanings at different places.
Clarification
The 'Batch' for direct recruit officers in the induction grade shall be the year following the year in which competive exam was held. In subsequent grades the 'Batch' would remain the same provided the officer is not superseded due to any reason. In case an officer is suspended the officer would be considered along with the 'Batch' with which his seniority is fixed.

IN reference to DOPT order of 10th June 2010
I was inducted to organized group 'A' service from group 'B' service directly at STS grade ( e.g. 10000-325-15200 ) in pre -revised scale during 1991. Since no IAS batch is available for comparison, to determining my date of group 'A' at JTS grade. Hence i may be given benefit of 7 (seven) years as shown eligible for non functional up gradation from JTS TO STS LEVEL. My seniority as group 'A' JTS may be given from 1984.
