On the recommendations of Sixth Central Pay Commission , orders were issued by Department of Pension and Pensioner's Welfare that
"In the case of Pensioners who retire on disability pension under the CCS (Extraordinary Pension) Rules, 1939, for 100% disability ( where individual is completely dependent on somebody else for the day to day function) , a constant attendant allowance of Rs. 3000/- per month shall be allowed in addition to the disability pension, on the lines of existing defence forces."Ministy of
Defense, Department of Ex-Servicemen's welfare vide their letter No. 16(6)/2008(1)/D (Pension Policy) dated 4.509 has issued orders to increase the rates of constant attendant allowance by 25% every time when the dearness allowance payable on revised pay band goes up by 50%.
Formal amendments to the central civil services (Extraordinary Pension) Rules, 1939 are being issued separately.
These orders issue with the apporval of the Ministry of Finance, Department of Expenditure vide their U.O. No.372/E.v/09 dated 11-11-2009.

Sir, I joined as stenographer in Ministry of Forest & Environment on 6th June 1998. Got transfered to subordinate office in 1999. Before joining Govt. of India service I was qualified in 100/wpm in stenographer. But, only now I came to know that Advance increment is given for stenographers who has 100/wpm. Please clarify whether I am eligible for advance increment and from when.
