In accordance with the provisions contained in the Ministry of Finance (Department of Expenditure) O.M.No.7(31)E-Ill(A)/75, dated 4.10.1975 and Department's 0.M of even number dated 148.1969, Stenographers (Ordinary Grade) in Subordinate Offices in the pay scale of Rs.1200-2040 (pre-revised) were granted one or two advance increments respectively on qualifying shonhand speed test at 100 or 120 wpm, both at recruitment stage and while in sewice. It was clarified vide OM dated 14.8.1989 that these advance increments will notcount as pay for allowances and as emoluments for pensionlgratuity.
A demand was raised by the Staff Side in the National Council (JCM) at the OM dated 14.8.1989 may be withdrawn and the advance increments granred to Stenographers (Ordinary Grade) in Subordinate Offices be treated as pay for all purposes.
The demand of the Staff Side was referred to the Board of Arbitrarion in CA Ref. No.5 of 2004 which gave the following Award on 16,92005: 'The advance increment sanctioned to the Stenographers in theSubordinate Offices as an incentive for passing the speed test of 100 w.p.m and 120 w.p.m. should be treated as pay for all purposes."
The question of implementation of the above Award has been considered in consultation with the Ministry of Finance and the President is pleased to accept the Award in CA Reference No.5 of 2004. Accordingly, it has been decided that the advance increments granted to the Stenographers (Ordinary Grade) in Subordinate Offices in terms of the provisions contained in Ministry of Finance's OM dated 4.10.1975 shall be treated as pay for all purposes. Past cases decided otherwise may be regulated accordingly. This Department's OMS dated 14.8.1989 and 30.1.2001 shall be treated as amended to thls extent.
In so far as the persons sewing in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

Sir when advance increments granted to stenographers, these increments are count for all pay purpose. If then what is the date of next increment after adding 1 or 2 increments. whether 12 months service are required or not ( befeore 6 cpc) for earning next increment. Because earlier granted these increments for only as special pay but not as pay purpose ant that time orders are received for there is no change of increment date after granting these increment. But now orders received for these increment count as pay purpose .If then what is the date of next increment. Kindly clarify.

I am Grade III Stenographer in Govt. of India office since 1991. I was selected as steno with 80 WPM in English Stenographya. I qualified 100 WPM speed in Hindi Stenography during the year 2004-05 through Central Hindi Training Institute, New Delhi. I was also sanctioned one temporary increment without any allowance for one year that was called personal pay. My question is this that can I be given advance increment on the basis of speed test conducted by Central Hindi Institute, New Delhi. I shall highly be grateful if any one can guide me answering my this question.
I am engaged in Central Govt. of India, Min. of Def., Ordnance Factories and was appointed as STENOGRAPHER in the year 2002. Are the stenographers appointed after 1989 eligible for ADVANCE INCREMENT as per DoPT No. 18/44/88-Estt(Pay)1 dated 7.12.2009 applicable for the Ordnance Factory STENOGRAPHERS appointed after after 1989 or not? If so, pl. aid me with the website through which I can get a copy of Min. of Fin.OM NO. 7(31)E-III(A)/75 dated 4.10.1975 and Deptt. of Expenditure's OM of even No. dated 14.08.1989.
