Fifth Pay commission punjab update:

The Punjab government notified the conversion table of the 5th Pay Commission hiking the basic salaries of state government employees. To be implemented with retrospective effect from January 1, 2006, the government has specified that the enhanced basic salaries will be available to the employees from the July salary payable in August 2009. When the complete report is notified, it will put an additional burden of Rs 2,700 crore on the government.

Much to the disappointment of the employees, the government has not notified revised allowances as recommended by the 5th pay panel. These include allowances such as house rent, non-practising (for doctors) border area, project area, medical, children’s education etc. While the revised basic salary will be payable from retrospective effect i.e. 1-1-2006, the allowances are to be paid from the date of its notification. Further, the government has announced that the arrears of basic salary prior to July 2009 will be paid “in such a manner and at such time as may be decided by government. The revised pay under these rules shall be drawn from the first day of August 2009”. Also, the government has failed to take any decision on enhancement of the retirement age of state government employees from 58 to 60 years. This has come as a major setback to the employees who will be retiring soon, but were hoping to serve for another two years.


Based on the calculations of the basic salary table, the average benefit to employees will be about 27 per cent hike in salaries. But senior officials in some cases will benefit as much as 82 per cent and some clerical level staff as little as 10 per cent. Besides, the salary hike will only benefit whole-time employees of the Punjab government.

Govt has decided to grant higher scale for the Officers belonging to batches of Organized Group A Services that are senior by two year or more and have not so far been promoted to that particular grade .

Clarification regarding date of next increment in cases whereGovernment servants are not able to join posts in a particulargrade pay on promotion/appointment on 1st of January of a yeardue to Sunday or Gazetted holiday for All India Services officers.

The government issued clarification regarding this case.

In the normal course, i.f a Government servant was to join post in a grade pay on appointment/ promotion on 1st of January of a year, but he could not join the post onlv because IfJanuary of the year happened to be a Sunday or gazetfed holiday, the Government servants who join posts on the 1st working day of the year will be treated to have completed 6 months of service on 1st of July of that year for the purpose of granting them annual increment on that day.

1 The Sixth Central Pay Commission in Para 6.1.15of its report, has recommended Modified Assured Career Progression Scheme(MACPS). As per the recommendations,financial upgradation will be available in the next higher grade pay whenever an employee has completed 12 years continuous service in the same grade. However, not more than two financial upgradations shall be given in the entire career, as was provided in the previous Scheme. The Scheme will also be available to all posts belonging to Group "A" whether isolated or not. However, organised Group "A" services will not be covered under the Scheme.

2. The Government has considered the recommendations of the Sixth Central Pay Commission for introduction of a MACPS and has accepted the same with further modification to grant three financial upgradations under the MACPS at intervals of 10,
20 and 30 years of continuous regular service.

3. The Scheme would be known as "MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. This Scheme is in supersession of previous ACP Scheme and clarifications issued there under and shall be applicable to all regularly appointed Group "A", "B", and "C" Central Government Civilian Employees except officers of the Organised Group "A" Service. The status of Group "0" employees would cease on their completion of prescribed training, as recommended by the Sixth Central Pay Commission and would be treated as Group "C" employees. Casual employees, including those granted 'temporary status' and employees ppointed in the Government only on adhoc or contract basis shall not qualify for benefits under the foresaid Scheme.

Pension Hike For Armed Forces

The government increased disability and family pension benefits across the board for those injured or killed in battle, both in times of war and peace.
The new disability and family pension benefits under the Sixth Pay Commission would come into effect immediately and the notification issued by the Defence Ministry was sent to the Army, Navy and Air Force headquarters by Defence Secretary today, sources said here.

"In pursuance of the recommendations of the Sixth Pay Commission, the Defence Ministry has revised pensionary awards relating to disability pension, war injury pension, special family pension, liberalised family pension, special dependant pension, liberalised dependant pension, special pension and invalid pension for armed forces personnel retiring, discharged or invalidated out of service or dying in harness on or after January 1, 2006," sources said.

The New Pension Scheme ( NPS ) From May 1

The government is introducing the mega Pension plan to the people of the country.


The government has extended the New Pension System to all citizens of the country with effect from 1 May. The Interim pension regulator Pension Fund Regulatory Development Authority (PFRDA) confirmed the scheduled launch of the mega pension plan.

PFRDA has said that it has put in place the “the necessary infrastructure” for the rollout of the NPS. The NPS would be made operational under the tier-I non-withdrawable framework, while tier-II (withdrawable account) of the NPS account will become operational in about six months, the PFRDA has said. Any citizen between the age of 18 and 55 can join the NPS. The PFRDA has set a minimum annual contribution of Rs 6,000 in each subscriber account. The subscriber will have to have a minimum of four transactions of Rs 500 each in a year.

The equity exposure limit was reduced based on the recommendations of the board of trustees of the NPS and the advice of the government.

The final investment norms allow subscribers to invest their entire savings in government securities or corporate, state and municipal bonds, which are less risky than equities. As per the revised ‘auto choice’, half of the investments of subscribers up to an age of 35 years will go into equities, one-fifth into central and state government bonds, and the rest into corporate bonds and select other instruments, including fixed deposits. At the age of 60, these investments will gradually be adjusted so that only one-tenth remains in equities, another one-tenth in corporate bonds and 80% in central and state government bonds.

The central civil service cultural board is the central agency for promotion of cultural and sports activities among the central government employees. This board organize the inter-Ministry tournaments in the sports and cultural decipline.

The board is inviting dedicated volunteers among the central government employees to act as the convenor of various sports and games organized by the cultural and sports board.The board is looking for experienced and committed volunters.

Welfare officers of the ministries and departments are therefore requested to recommend the names of deserving candidates only for taking up the task of convenor.
