Modified Assured Career Progression (ACP) Scheme

1 The Sixth Central Pay Commission in Para 6.1.15of its report, has recommended Modified Assured Career Progression Scheme(MACPS). As per the recommendations,financial upgradation will be available in the next higher grade pay whenever an employee has completed 12 years continuous service in the same grade. However, not more than two financial upgradations shall be given in the entire career, as was provided in the previous Scheme. The Scheme will also be available to all posts belonging to Group "A" whether isolated or not. However, organised Group "A" services will not be covered under the Scheme.

2. The Government has considered the recommendations of the Sixth Central Pay Commission for introduction of a MACPS and has accepted the same with further modification to grant three financial upgradations under the MACPS at intervals of 10,
20 and 30 years of continuous regular service.

3. The Scheme would be known as "MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. This Scheme is in supersession of previous ACP Scheme and clarifications issued there under and shall be applicable to all regularly appointed Group "A", "B", and "C" Central Government Civilian Employees except officers of the Organised Group "A" Service. The status of Group "0" employees would cease on their completion of prescribed training, as recommended by the Sixth Central Pay Commission and would be treated as Group "C" employees. Casual employees, including those granted 'temporary status' and employees ppointed in the Government only on adhoc or contract basis shall not qualify for benefits under the foresaid Scheme.

  2. the new macp is a joke with the employees, who used to get next promotional gp as per acp but now after macp they are at loss. As such in macp the next promotional grade pay should be given.

I was appointed in Dec 1987 (KVS, M/o HRD, GoI) (Shifted to Autonomous body, M/o MSME, GoI in the year Dec 1989) (Hyderabad) in the scale of 1400-40- and got in the promotion in the year Oct 2001 in the pay scale Rs.5500-9000 (Group B post). So far I have not got any ACP/MACP except one promotion in Oct 2001. When I will get ACP/MACP and scale of Pay after up gradation. Pl clarify

  6. I appointed as Constable (General duty) in BSF on 5.4.1987 thereafter appointed as ASI/clerk through limitaded Departmental committee test with effect from 15.06.1996. As per 5th pay commission, 1st ACP after 12 years was due to me 15.6.2008 and same have been effected.now ACP period has been reduced from 12 to 10 years in 6th pay commission which declared and affted from sep'08.
    Request clarify that i am eligible for 1st ACP after 12 years or 10 yrs of service please.

It is injustice to exclude group A organised service from the beneficiary of MACP, because there are many Group A personnel who had completed 15,18 and even 20 years in the entry level without any promotion due to severe stagnation. It would be great if the govt changed its idea regarding this.

  10. I have completed 10 years in the scale of R15,600-39,100+ GP R7600 and in Group A post . Will i be eligible for MACP. If yes then pl give the new pay and Grade Pay as per MACP.

  12. I WAS APPOINTED AS JR.STENO IN THE PAY SCALE 10200-25700 ON 02.03.1998 AND IWOULD HAVE GOT ACP ON COMPLETION OF 12 YRS I.E. ON 02.03.2010 IN THE NEXT HIGHER PAY SCALE I.E 1100-29400.SUBSEQUENTLY I WAS PROMOTED AS SR.STENO IN THE PAY SCALE OF Rs 12100-30800 W.E.F.AUGUST 2010.THE WAGE REVISION WAS IMPLEMENT FROM JAN 2010.
    WHICH PAY SCALE SHALL BE TAKEN FOR ACP SCEME

I appointed as cleaner(Gr-D)in the scale of pay (196-3-220-EB-3-232) in the Mail Motor Services, Dept. of Post on 22.7.1981, thereafter appointed as MV.Mech.(Gr-C) through Departmental Promotion with effect from February 1997 in the Scale (950-20-1150-EB-25-1500) As per 5th Pay Commission 2nd ACP after 24 years with effect from 06.08.05 in the scale (4000-100-6000) There after again appointed as Charge hand through departmental promotion with effect from 09.02.2010 in the Pay Band-I (5200-20,200) with Grade Pay Rs.2800/- Now I request please clarify that, am I eligible for 3rd MACP promotion after 30 years total service from date of recruitment & If I am get the 3rd MACP promotion, which Pay scale and Grade Pay shall be taken for MACP sceme.

    I was appointed as a LDC in 20-3-1990 and I got the first ACP after 12 year i.e. on dt. 20-3-2002 and got the scale of 4000-100-6000. On the recommondation of Sixth pay commission I got the 2nd MACP on dt. 20-3-2010 with G.P. of Rs. 2800/-. But as per office Memo. NO. 35034/3/2008-Estt.(D) dated 9-9-2010 (Clarification)which is,

    "The upgradations under MACPS is to be granted in the immediate next higher grade pay in the hierarchy of recommended revised Pay Band and Grade pay as prescribed in the CCS(RP) Rules, 2008."

    Please guide me whether I am eligible to get GP of Rs. 4200/- instead of G.P. 2800/- on my 2nd MACPs (as per the office Memo. NO. 35034/3/2008-Estt.(D) dated 9-9-2010 (Clarification)) which I got on dt 20-3-2010 after the completion on 20 years of service.

    I was promoted as S.T.A. in the I.Tax Deptt. on 21.07.2001 and got promoted as O.S. on 31.03.2010. I did not get any financial benefits due to the same grade pay i.e. Rs.4200/- on this promotion because of merger of some pre-revised pay scales.

    I am appointed as a Tally Clerk in Dec 1987 in the pay scale of 950/- (as LDC Scale) and I have received ACP after 12 years in Dec 1999 fixed in the grade Rs. 4000/- and now after introduction of MACP, I have received the 2 nd MACP in the year 2009 after 22 years of service and now I am drawing a grade pay of Rs. 2800/- only, however my seniors received 2 nd ACP are drawing Rs. 4200/-.

    I would like to know what did I benefit from the so called ACPs or MACP.I am at loss because I will not be able to draw Rs. 4200/- GP till I serve for 30 long years whereas my seniors will draw Rs. 4600/- at that time after 3 rd MACP. My GP will be stagnant at Rs. 4200/- after 3 rd ACP i.e 30 years of service.

    I am suppose to draw GP of Rs. 4200/- after 2 nd ACP,which I am denied at this moment. I would like to know whether the pay fixation is correct or not?

    If it is correct, is the anomaly committee doing anything for changing the GP to Rs. 4200/-?

    Is there any justification in this matter that seniors will draw GP Rs. 4200/- after 2 nd ACP and I am drawing GP Rs. 2800/-?

Even anybody think about the pay and allowances of defence force personnel other than officers of defence force...VI CPC has done nothing to improve the pay scale and allowances..they just announce of double the allowances but no body actually see wht were the allowances earllier??we need revision of allowances and pay sclaes not double..shame on the bloody commission who made these recommendations

    I am appointed as a LDC in Apr 1985 in the pay scale of 950/- and I have received ACP after 12 years in Aug 1999 fixed in the grade Rs. 4000/- (UDC Scale) and now after introduction of MACP, I have received the 2 nd MACP in the year 2009 after 24 years of service with out getting the next promotion grade pay fixed as Rs. 2800/- only,. Under MACP scheme those who are completed 24 years of service during Aug 2008 got GP as Rs.4200/- before announcement of VIthe CPC. MACP is loss those who are appointed from Sep 84 to Dec 1985 because they are eagerly waiting for their 2nd ACP after 24 years in the next promotional grade. But they felt disappointed because of MACP which is granted in the next higher grade pay not in the next promotional grade. MACP Rule granting GP to next higher grade pay is affected those who are transferred from one dept. to other dept in the same scale or transferred from one zone to other zone within their own dept since they were forgo their seniority for promotional purposes. Their seniority starts from the date of joinng in the new dept. Inthis situation the juniors by appointment will get promotion easily within a short period and received GP as Rs.4200/-. In my office juniors by appointment got promotion as OS and drawing GP as Rs.4200/- whereas I got promotion as UDC only after 25 years of service.

    I please anomoly committee make efforts to take necessary action to rectify this kind of situation atleast those who are appointed between Aug 84 and Dec 1985. and I also suggested that atlease 1st and 2nd MACP will be given in the next promotion scale like ACP.

    I am an employee of Navodaya vidyalaya samiti under HRD Ministry,in the year 1989 ,I joined as TGT English and promoted as PGT English in the year 1995,July 04.Now I have completed more than 12 years in the same grade. My problem is that my samiti is not giving us senior scale as in Swami's handbook a rule is given that if an employee gets the promotion then the financial upgradation will be given after 24 year.
    In the MACP ,it is written that if one has completed 12 years in the same grade then he or she is entitled for the financial upgradation.Please clear my doubts .

  31. सर मैं 1987 में दिल्ली विश्वविद्यालय में 2650 वाले स्केल पर पुस्तकालय अटेंन्डेन्ट के पर नियुक्त हुआ और 8 साल वाला मुझे पहला ओ.टी. ए. एस. 4500 वाला स्केल मिला अब छटे वेतन आयोग के हिसाब से दुसरा एम. ए. सी. पी. 4200 ग्रेड पे वाला मिलना है पर 2009 में मेरा प्रमोशन पुस्तकालय कर्लक 1900 ग्रेड पे वाले में हुआ है सर क्या मुझे 4200 ग्रेड पे से 1900 ग्रेड पे में ले आएगें ।

    I joined service as direct recruit on 23-02-1976 in the scale of pay 425-700 and promoted on 21-05-1981 in the scale of pay 550-900(5500-9000) and again promoted to 6500-10500 on 11-12-1992 and retired in 2011. Since the posts have been merged in the VIth Cpc, kindly clarify on my MACP eligibility
