The Government of India, in its different departments, has recruited over 5 lakh employees since 2004, including one lakh employees in the Indian Railways. The new officials and employees, recruited under the new pension scheme are not finding the new scheme workable.
The market-linked pension scheme would have 10 per cent contributory fund by Government and 10 per cent by the employees. In this, Government knows the money is being used, but the employee does not have any information regarding the use of its funds, said AIRF General Secretary, Shivagopal Mishra while addressing the press conference on Tuesday at the West Central Railway Employees’ Union (WCREU) office. He is in city to attend the Youth Zonal Conference of WCREU.
He added that the new pension scheme has various lapses. First, it is market-linked and has limited provisions for withdrawal. Its provision is against employee’s benefits
that is benefits provisions would end if the service is not complete. On this issue, when the AIRF gave a notice of strike to the Government, the present Government constituted a committee to review the demands of AIRF. “We are demanding guarantee pension scheme for the employees that is 50 per cent of last salary. On death or permanent disability of the employee, the compensation should be given as per old scheme. On this, the Government has shown some positive response, while also, the committee constituted has given recommendations in this direction, asking the Government to accept this demand,” he said.
He further said that, every year, around 400 to 500 employees die on duty. In these incidents, a number of linemen and trackmen lose their lives. We are demanding that like the Indian Army has been exempted from the new scheme, the Indian Railways employees and officials should be exempted from the new pension scheme provisions.
Commenting on the outsourcing trending in Railways, Mishra strongly criticized the ongoing outsourcing and said that outsourcing of important works in Railways would not be tolerated. We are demand the Government to fill all 1.25 lakh vacancies in safety and security departments, as without manpower of Railways, proper instrumentation and equipment, the security of Railways is not possible, he added.

Sub: Revised pay limits for entitlement of Passes/PTOs on the basis
of Pay drawn in the Railway Services (Revised Pay) Rules, 2008.
Consequent upon revision of Pay Scales on the basis of decision of the
Government on the recommendations of the 6th Central Pay commission, the question of revision of existing entitlements to Passes/PTOs under the Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) has been under consideration of this Ministry.
2. The matter has been examined and the President is pleased to decide that the entitlements of Passes/PTOs in respect of railway servants drawing pay in the Railway Services (Revised Pay) Rules, 2008 shall be as under :-

*Note:In terms of the extant instructions, the holder of IInd Class 'A' pass shall be entitled to travel by AC-3 tier class in trains other than Rajdhani/Shatabdi/Duronto Exp. trains. IInd Class A' Pass is of yellow colour.
3. In all other respects, the provisions of the Railway Servants (Pass) Rules, 1986(Second Edition, 1993) will apply.
4. The Railway employees who are already entitled to Ist Class Passes, shall continue to draw Ist Class Passes, irrespective of their eligibility in terms of these orders.
5. Necessary amendment to the Railway Servants (Pass) Rules, 1986 (Second Edition,1993) shall follow.
6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Mamata’s New Year Bonanza for Railways’ Lowest Grade Pay Employees.
Mamata Banerjee provided this as a new year bonanza for all Railway employees based on new pay structure under 6th Central Pay Commission already implemented by the Government of India. This move of the Railway will lead to tremendous motivation to all levels of employees particularly those working in lower grades. Railwaymen in lower grade pay (Group ‘D’) were earlier not entitled to travel in AC classes.
This step bridges the gap and has been felicitated by all employees and federations. Revised entitlement of travel on railway passes has also extended AC 2-tier facilities to all Junior Engineers and their equivalent supervisors working in Grade Pay of Rs.4200/-. This new criteria of entitlement has also simultaneously simplified the existing rules for entitlement with only Grade Pay as the sole criterion as against multiple variables like scale of pay, pay and date of appointment which were prevailing earlier.
Fixed Medical Allowance (FMA) enhanced from 100 to 300 / Rs Per month to Railway pensioners and Family pensioners.
In pursuance of Government's decision on the recommendations of the Fifth Central Pay Commission, Instructions regatding grant of Fixed Medicil Allowance @ Rs100 p.m to Railway Pensioners/Family, pensioners were issued vide Board's, letter No.PC- V/98/1/711/1 dated 21-4-99 and subsequently. amended from time to time the last being letter No. PC- V/2006/ A/Med/1 dated 15.09.2009.
2. In this connection, Department of Pension & Pensione.rs' Welfare (DoP&PW) other nodal Department on the subject have advised vide OM NoAI25/2008-P&PW (D), dated 25-05-2010 that the demand for enhancement of Fixed Medical Allowance has been under consideration of theGovernment for some time past and the amount of Fixed Medical Allowance has been enhanced from Rs 100 to RS.300/ per month. The other conditions for grant of Fixed Medical Allowance shaiLcontinue to be in force.
These orders shall take effect from 0l-09-2008.
As per the extant instructions, Railway employees nominated to undergo training, other than training in initial course in Railway Training Centres, are provided free messing, where it is compulsory. The messing rates for
employees undergoing training are to be fixed on a uniform basis by the General Managers in consultation with their FA&CAOs.These rates correspond to roughly 80% of the daily allowance being spent on messing, so that wholesome food could be supplied.
(i) All the trainees availing the messing facilities should pay the messing charges directly to the training centres before being relieved from the training courses. In the case of in service staff, 100% Daily Allowance claim may be allowed, once messing charges have been fully paid by such staff and if they are otherwise eligible.
(ii) The messing facilities should be gradually outsourced. Once outsourcing has been given effect to, the messing rates for employees undergoing training should be deducted from the trainees on the basis of actuals. Until the change to outsourcing takes place, messing rates should be fixed by the General Managers in consultation with their FA&CAOs.There would be no concept of free messing after issue of these instructions.
(iii) The plant & machinery and equipments wherever required by the mess in the Training Centres can be provided by the Administration. While petty repairs and contingencies costing up to Rs. 500/- per item should be met from the mess fund, expenditure on repairs and contingencies costing above RS.500/- on each occasion per item provided by the Railway Administrations should be undertaken by the Administration· themselves. No departmental staff such as Cooks, Bearers, Cleaners etc. should be made available for providing messing facilities, after outsourcing the same. The departmental staff wherever engaged in the mess in the Training Centres should be suitably redeployed.
(iv) No charges towards water, cess, rent and overheads should be recovered. These may be considered as part of the infrastructure.
(v) The nominated Training Manager of the Department concerned should supervise the function of mess in consultation with Principal/In charge of the training centres through a mess committee consisting of representatives of the trainees and Faculty of the training centres. The management of the mess should be the responsibility of the Mess Committee and the modalities of forming the Mess Committee may be decided by the Railway Administration themselves.
(vi) Guest charges, if any, should be fixed by the Training Centres on cost plus basis.
(vii) A Six-monthly Audit of the mess accounts should be ensured through Associate Finance of the Training Centres concerned and suitable honorarium paid. The rates of the honorarium should be worked out by the Training Centres in consultation with their Associate Finance.
(viii) The mess should function on no-profit-no loss basis taken on annual basis and profits, if any, left over should be utilized for enhancing the sports and library activities of the training institution concerned.
The above guidelines are issued in supercession of all existing instructions on the subject. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
With reference to Indian Railway Board's letter of even number dated 7.1.2009 on Dynamic ACP Scheme for the officers of the Indian Railway Medical Service, and pursuant to several references received from TRMS officers seeking clarification regarding the admissibility of benefits associated with the higher grade allotted to them under the DACP Scheme, such as issue of Silver Pass, etc.
The matter has been examined and it is clarified that since an upgradation earned by the IRMS officers under the Dynamic ACP Scheme has all the attributes of a regular promotion, all benefits (including Silver Pass) which are available to IRMS officers on regular promotion, may also be allowed to them on grant of higher Grade Pay earned under the DACP Scheme.
This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

In a gesture of honour to the freedom fighters, the Ministry of Railways has decided that 1st Class/2nd AC Complimentary Card Passes issued to freedom fighters/their widows will also be valid for travel in 3rd AC of Rajdhhani trains and Chair Car of Shatabdi/Jan-Shatabdi express trains along with a companion in same class, in addition to the existing facility.
Earlier, the freedom fighters/their widows receiving pension from Central revenues under the Swatantrata Sainik Samman Pension Scheme of Ministry of Home Affairs, are issued Complimentary Card Passes on life time basis for free rail travel on all Indian Railways (except Metro Railway, Kolkata) in 1st Class/2nd AC along with a companion in same class by any train other than Rajdhani/Shatabdi trains. With the new decision, the complimentary card passes will also be valid for travel in 3rd AC of Rajdhani & Chair Car of Shatabdi/Jan-Shatabdi express trains along with a companion in same class.
