Central Civil Service (Revised Pay) Rules , 2008 - the re-exercise of option under Rule 6 of the Central Services (Revised Pay) Rules, 2008 in case of employees covered under the OM dated 19.03.2012.

Cabinet approves 7% hike in DA for central government employees.
The new DA rate is 72%. The decision will benefit about 50 lakhs central government employees and 30 lakh pensioners.
The increase in DA is in accordance with the accepted formula which is based on the recommendations of the 6th Central Pay Commission, the release added.
The government periodically hikes the DA, which is linked to consumer price index for industrial workers. The all-India Consumer Price Index for June, 2012 worked out to be 199.58, which constituted an increase of 72.40 percent over the base index of 115.76 (as on January 1, 2006).
The consumer price index (CPI), based on movement in retail prices, soared to 10.03 percent in August, from 9.86 percent in July.
As regards the financial implications, the annual burden on exchequer would be Rs 4,338 crore on account of increase in DA for employees and Rs 3,070 crore towards pensioners.
The burden during the remaining part of the current fiscal has been estimated at Rs 2,892 crore on account of additional payment to employees and Rs 2,046 crore to pensioners.

OFFICE MEMORANDUM
Subject: Payment of Dearness Allowance to central Government employees – Revised rates effective from 1.1.2012.
The undersigned is directed to refer to this Ministry’s Office memorandum NO. 1(14)/2011-E-II(B) dated 3rd october , 2011 on the subject mentioned above and to say that the president is pleased to decided that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 58% to 65% with effect from 1st January, 2012.
2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29th august, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3 The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all central government employees.
4 These orders shall also apply to the civilian employees paid from the Defence Services estimates and the expenditure will be chareable to the relevant head of the Defence services estimates. In regard to Armed Forces peronnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways respetviely.
5 In so far as the persons serving in the Indian Audi and Accounts Department are concerned, these orders issue in consultation with the comptroller and Auditor General of India.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1 (2)/2011-E-II(B) dated 24th March,2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 51% to 58% with effect from 1st July, 2011.
The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1 (3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

OFFICE MEMORANDUM
Subject: Rate of Dearness Allowance applicable w.e.f. 01.01.2011 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised scale as per 5th CPC.
The undersigned is directed to refer to this Ministry’s Office Memorandumof even No. dated 11th September, 2010 revising the Dearness Allowance w.e.f. 1.7.2010 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scale of pay as per 5th Central Pay Commission.
2. The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 103% to 115% w.e.f. 01.01.2011. All other conditions as laid down in the O.M. dated 3rd October, 2008 will continue to apply.
3. The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Revised Classification of cities for HRA
The special dispensation for grantof HRA has been allowed to continue to (i) Faridabasd, Ghaziabad, Noida & Gurgaon at "X" class city rated and (ii) Jalandhar Cantt., Shillong, Goa & Port Blair at "Y" class city rates and to state that the special dispensation allowed to Panchkula for Grant of HRA at par with Chandigarh vide Finance Ministries's O.M. These orders shall be effective from 1st September 2008
All other conditions governing grant of HRA under existing orders shall continue to apply.

Subject: Clarification regarding reimbursement of LTC- 80 Fare.
The undersigned is directed to refer to this Department’s OM No. 7(1)/E.Coord/2008 dated 4.12.2008 regarding restriction of the Air Travel on the LTC to Air India’s LTC-80 fares with effect from 1st December, 2008.
References are being received in this Department seeking clarification for admissibility of LTC claims of Government officials in cases where the air fare paid for travel by Air India happens to be less than LTC-80 class of Air India. It is clarified that reimbursement of Air fare lower than the LTC-80 air fare of Air India will also be admissible for journeys performed by Air India under LTC as the intention is to ensure that the LTC claim should not in any case exceed LTC-80 fare of Air India.
It is further clarified that the other instructions issued by this Department on Air Travel from time to time continue to remain in force.

Subject: Central Government employees Group Insurance Scheme –1980 – Tables of Benefits for the savings fund for the period from 1.1.2011 to 31.12.2011.
New Tables of Benefits for the savings fund of the scheme based on a subscription of Rs. 10 per month from 1.1.1982 to 31.12.1989 and Rs 15 per month w.e.f 1.1.1990 onwards have been prepared for the year 2011.
Another table of Benefits for the savings fund based on a subscription of Rs. 10 per month for the employees who had opted out of the revised rates of subscription w.e.f 1.1.1990 have also drawn up for the year 2011.
The amounts in the tables have been worked out on the basis of interest @ 10% per annum for the period from 1.1.1982 to 31.12.1982, 11% per annum (compounded quarterly) w.e.f 1.1.2001 to 31.12.2001, 9.5% per annum w.e.f 1.1.2002 to 31.12.2002, 9% per annum w.e.f 1.1.2003 to 31.12.2003 and 8% annum w.e.f 1.1.2004 onwards.
The mortality rate under the scheme has been taken as 3.75 per thousand per annum up to 31.12.1987 and 3.6 per thousand per annum thereafter in both the cases.

Good News for Central Government Employees in Kerala. Salary for the Month of August 2010 will be given in advance on 20th itself.
The Government have decided that the salary of all the Central Government Employees in the state of Kerala for the month of August , 2010 may be drawn and disbursed by the Central Government Offices (including Defense, Posts, & Telecom) on 20th August, 2010.
The wages for August, 2010 of the industrial employees of central government serving in the state of kerala may also be disbursed in advance on 20th August, 2010.
The salary so disbursed are to be treated as advance payements and will be subject to adjustment after the full month's salary of each employee is determined. The adjustment , if any, will be made without exception from the salary as the case may be from the month of September, 2010.
The concerned Ministries / Departments are requested to bring these instructions to the notice of their offices located in the state of kerala for necessary acton immediately.
