The top two officials in the state administration of Andhra Pradesh, chief secretary, Mr S.V. Prasad, and the director-general of police, Mr K. Aravinda Rao, will benefit from the Centre’s decision to set the retirement age for civil servants at 62 years from the present 60 years. Mr Aravinda Rao was due to retire in June and the chief secretary in September.

 

Sources told this newspaper that the Cabinet subcommittee of the Union government gave its nod for enhancing the retirement age, and orders amending the service rules are expected much before the retirement of the two officials. The Prime Minister, Dr Manmohan Singh, was keen to enhance the retirement age of bureaucrats.

 

Sources said that though the proposal is ready for implementation, there will be a few months’ delay because the government wants to make Mr Pulok Chatterjee the new Cabinet secretary at the Centre and prefers to wait for bureaucrats senior to him to retire before it makes the announcement.

 

Mr Chatterjee had earlier worked with the UPA chairperson, Mrs Sonia Gandhi, and is considered a natural choice to take over from the incumbent Mr K.M. Chandrasekhar. “There are a few bureaucrats senior to Mr Chatterjee and the Centre will wait for their retirement in April,” explained a senior official.

  2. In India, there are number of person un-employee. I think it is not a good & fair idea of any government. Why government want to increase the retirement age of central government employees from 60 years to 62 years. It is not justice with young child.

  40. when there there no burden on centre's effective budget as well as no obstacles on unemployed youth because unemployed-youth can only be employed on grass root level ie on initial post and can not be employed on senior level post/experienced post hence will not affact enhancement of retirement age of Govt. employees, having expertisation in the work of their respective organisation and will help to the new employees to become an expert to lead the nation in a better way.Hence Retirement age must be encreased to 62 or 65.

Considering the fact that large amount of money is trained out from government exchequer towards pension and other settlement dues it is better to increase the retirement age to 62 years.But this extension should have some limitations viz based on their performance and confidential reports so extension in service upto 2 years can be given effect and their experience can be utilized in favor of government work . Government in the interest of the unemployed youngsters should desist from this nasty idea to increase the retirement age.Infusing fresh talent in the system is always the most sceintific way to foster development and not hang up with oldies,however experienced they are. To fight a war with enemy nation the courage and zeal will be better exhibited in a newly recruited officer or soldier rather than the senior . To accomodate a few chamchas the Govt should not carry dead weight of all and sundry along.   59. I agree with the PIL. If not 65, the retirement age should be raised to 62 years. In Indian Railways, retired employee are taken on daily rate basis up to the age of 62 years and as such there should not be any hesitation to raise the retirement age up to 62 years.

    Sir,
    Earlier it was usual practice that people used to serve the Govt of India for 40 to 42 years and the minimum qualification for joining Govt service was Matriculation only. During this long tenure people used to discharge their family and social responsibilities suitably.

    I spent more time in my career and did my graduation before joining AFHQ as LDC and this holds good for thousands of other Govt servants who entered the Govt after serving higher studies. With the gradual crunch of employment opportunities even professional people like BE, MBA, MCA are joining the clerical service in the Govt. And they are not able to discharge their family and social responsibility suitably. The same is the case with me too.

    The age of superannuation in respect of specialists included in the Teaching, non teaching and public health Sub cadres of Central Health Service shall be 62 years now. Eminent Scientists of international stature may be granted extension of service upto the age of 64 years. Specialists included in the Teaching sub cadres of the Central Health Service who are engaged only in teaching activities and not occupying administrative positions, the age of superannuation is 65 years. The Central Govt has given extension of service to the Secretary, Deptt of Space and the Secretary, Department of Atomic Energy, upto maximum age of 66 years.

    The normal age has increased due to advanced medication and ultra modern medical facilities available in the market. The general man is medically fit and healthy these days as he is very conscious about his health.

    I joined AFHQ on 21-08-1976 after doing my graduation in Commerce stream from a very reputed college of Delhi University, as a regular student. I am physically and mentally fit at the age of 59 years today. I could join Govt of India after the age of 24 years as I was busy in my academic career and preparation of competitive examinations. Therefore, I have not been able to serve the Govt of India for even 34 years. I have not been able to discharge my family and social responsiblities as yet suitably.

    In view of the above I urge like minded people to join me in this crusade to pressurise the Govt to increase the age of supernannuation from 60 to 62 years.

When there is no specific restriction on the retirement age of politicians, govt. heads and the Judges etc., why not the government employees should get the benefit of increase in retirement age limit upto 65 or at least 62. About 55 Lacs people are working under Central Govt. and this number is proportionately very low keeping in view the huge population of 120 Crores. Age relaxation will not make any adverse impact on job opportunities for the unemployed.

    It is an appreciable move towards utilisation of the expertise of the senior people. With the increase in the avilability of sophisticated medical facilities, the life span of the people in the recent past has increased and they are also energetic. The services and expertise of the senior people who retired from Central Government and Public sector undertakings is being greatly utilised by the private sector and benefits are reaped by the private sector. Extension of retirement age even by 5 years in Central and Public Sector will no way effect the employment potential as the possibility working by the senior people in place of new employees is remote.On the other hand in any office of the government/Organisation it will take minimum 2 to 3 years to develop a skilled employee through on the job training and other modalities. It can be noticed that in the recent past there is a drain of the retired/senior employees of various organisations to private sector particularly in the area of insurance, education,Banking and medical corporates. When they are able to deliver the goods in private sector it doesn't require any specific analysis to say that the expertise of the seniors can be best utilised in their own organisation itself. Also, these seniors can provide training and guidance to the new comers to carry the glory of their organisations. Hence, this will be a good move to increase the retirement age upto 62 or even upto 65

    I ON BEHALF OF THE YOUTH, REQUESTING TO CENTRAL GOVERNMENT MAY BE INCREASE THE RETIREMENT AGE UP TO 62 OR 65 YEARS IN A CONDITION THAT, A PERSON WILL BE RETIREMENT AFTER COMPLETION OF 30-32 YEARS OF SERVICE OR IN 62-65 YEARS WHICH WILL BE EARLIER.

    BESIDES THE ABOVE AFTER 30-32 YEARS OF SERVICE SUCH PERSON WILL BE RETIREMENT THIS IS MANDATORY.

By postponding we are only shifting the problem for further 2 yrs.Fresh recruits require less pay at bottom level, filled with high energy to work & also help to catch the employment problem.Govt. should rethink its decision for extending retire age from 60 to 62 in National intrest.

    I have on behalf of central government employees . In India there is every 100 retirement government is recruiting equal and less than 25-35 in various department . Due to this work load is increasing and simultaneously government pension money is increasing now the central government has ban the pension plan .
    because it is grad pay + basic pay and after 80 years it will become double and a retired person would live atlest 80 yesrs . And india gornment will give 25 lakh cores to pensioners and every yesr it will gradually incresess .

    I dont think due to this , any effect in central government recruiting process will raise because government will recruite in limited seat if you will incres 2 year or decrease .....!!! :)

  86. People nearing 60 become lethargic and not open to new and progressive ideas. Moreover, most of them happen to be suffering from hypertension, high blood pressure and a plethora of debilitating diseases. Their productive value in 90% of the cases do not commensurate with the salary drawn. Hence it is not advisable to increase the age compulsorily for 2 years by paying host of service benefits without an iota of return in terms of service.; Rather, it should be open to the Govt/Department to be able to retain their valuable staff for a max pd of 2 years after their retirement

    This is a very very good decision from govt. They should increase the retirement age from 60 to 62 years.
    It is true that youngstar should get chance , There is plenty of chance and oppurtunity to show their cablibaar and agression in private jobs.

    tharfore we need some senior person who can serve more to nation and take India one step ahead.

  96. Even after 65 years of independence still there is a disparity in the country like INDIA. Some where 65 extended to 70 , some where 62 and some where 60 It should not be like this. Every body must enjoy the same in the independent country. In the case of Physical education personnel in IITs it was increased to 62years suddenly it came down to 60. If it increased to 62 with in a couple of months how it can be reduced to 60 years. It is realy surpriseing. All the institutions under CFTI are enjoying 62 How IIT Physical education personnel will be at 60 . It is realy hearting people, working at IITs of the country. The country will progress if the parity will be maintained.I feel Under CFTI all shoulkd be treated equally. Thank You

    But it is so.. so... sad that the Physical Education Personnel and Librerians (of Only IITS) are retiring in the age of 60 Years excluding the other Institutes under CFTI. So the best policy is to increase the retirement age to 62 years. so that all the cetral Govt employees rather will be satishfied and support the present Govt.As the policy for retirement in the central Govt also differs like 60,62,65 and 70.It is highly injustice.     Instead we should think for creation of jobs for youth. Youths are the assets of our country. It is very important for us to create jobs for qualified youths so that they are not indulged in bad activities.
    People are working for more seven to eight hours per day in MNCs without any additional financial benefit. In fact, MNCs are exploiting the youth and forcing them for extra hours. With the result, employees will be over tired at the age of 45 to 50. This is not good for any country.
    Let the salary of employees in MNCs be restricted so that additional staff is recruited/employed to meet the additional requirement.
    Government should ensure that working hours in MNCs are controlled/limited to fixed hours.
    IN fact, there should be retirement age for every person who so ever is serving the Nation irrespective of his position.
    Since there is no restriction / retirement age for politician than why retirement age for Government employees.

    WHY IN IITS ONLY 60YEARS.

They can easily work up to 65 years comfortable where their experience may be helpful for the organisation of the country.Hear Teachers 65 to 70 and others 60 How this thing can be separated. Hear the people of the country are unhappy upon the policy of the GOVT. Why not all must be treated equally.INDIA IS ONE . POLICY MUST BE ONE.     They will be highly happy like the teachers and other employees who retire at 62,or 65 years.All must be treated equally.Govt should win the hearts of the people by adopting the similar policy.

  260. Prime minister an octogenarian. President too stepped into his eighties. Leaders who hog the limelight are in their sixties. Chief ministers mostly are in their early sixties. It goes on to show that men are quite agile mentally in their sixties. They remain fit enough physically to discharge their official duties given to perform beyond the age of sixty. With their experience and expertise gathered over years of service they are more likely to serve the Govt. better. Hence, an enhancement in the age of superannuation would only assure better service to the people. Hence any decision to increase the age of superannuation to 65 years would not only benefit the incumbent but also the Govt. and the people. Such decision would embody a fiscal rationale also. Given that average life expectancy has increased beyond 80 years Govt. had to burden the deferred payment (pension)for a much longer period. Then why not give an extension to their service by another 5 years. The apprehension that that any enhancement in the age of retirement would have an adverse effect on employment is belied by the fact in our country teeming with one billion plus people Govt servant account for only 3.5 million. Govt. had to create jobs to address this problem. For that too the service of senior bureaucrats / technocrats will come in handy. So, enhance the retirement age immidiately. The issue cannot brook any delay.

Actually as per recruitment rules 18-25 till 60 in the central govt., it can be ( 35-65 ) AGE LIMITS FOR THE POLITICIANS TO RULE OVER INDIA. OF POSTS IN CENTRAL SECRETARIATS, GOVT DEPARTMENTS, AUTONOMOUS BODIES OF THE CENTRAL GOVT ARE LYING VACANT AND ARE MANAGED THROUGH THE SO CALLED "consultants" (Retd. govt. servants appointed on contract basis with consolidated pay) in large number in all departments, THE ABOVE IDEA OF INCREASING AGE LIMIT WOULD HOLD GOOD.

  266. Increasing retirement age from 60 to 62 years shall give in positive results. Many essential /new infra projects have been planned in our country but due to no availability of budgetary support /allocation, the projects either delayed , discarded or not worked out . Increasing retirement age shall instantly generate huge amount of funds in government treasury for current time and so on regularly due to holding on payment of retirement benefits. In addition, this will automatically contribute to continuous availability of the matured skill , source funds for launching of essential /new projects , earning of more revenue from taxes ,lesser expenses on pension as well as generation of employment through new projects etc. These are the needs of the time for our nation to come in parity with other countries of the world who have adopted /implemented the policy of enhancing the retirement age much earlier and now are more advanced .Further, it has been observed that life expectancy, however increased continuously over past few decades due to better and improved medical facilities and more health cautiousness among elderly people. Also, it has been seen that people use to re-join jobs in private organisation after being retired from government sector. They now , get pay packet and enjoy pension as well with retirement benefits ( PF, GRATUITY, LEAVE ENCASHMENT,PENSION SURRENDER … ) . Government /people should think over the issue whether there is gain or loss for the nation
