DOPT Proposal:
Joint Venture by State Government and Central Government.
According to a Department of Personnel and Training (DoPT) proposal, states will give the land free, and the Centre will provide financial assistance to set up the schools.
The school is like Delhi’s high-profile Sanskriti School — attended primarily by children of central government bureaucrats.
Reservation of Children:
New Sanskriti schools -- the first one is already being planned in Shillong may go against a key provision of the Right to Education Act that mandates 25% reservation for children of economically weaker sections in the neighborhood. The new Sanskriti schools, as per the draft, will have only the reservation as follows:
Poor Children : 15 %.
Children of Officers of All India Services/Central Services: 55 %
Children of State Govt Employee: 15 %.
General Public: 15 %.
Support:
The proposal, prepared by DoPT Secretary Shantanu Consul, says the Civil Service Society, which manages the Sanskriti School in Delhi, will provide support to design the curriculum and hire and train teaching staff. The schools may receive donations from NGOs to upgrade infrastructure.
