  2. MACP as per GOI orders is to be granted after completion of regular 10, 20 and 30 years of service. In certain cases though it is being granted on the basis of length of service but at one point it has been mentioned as to grant the same after drawal of last grade pay continuously for 10 years for an example a person enrolled in the year 1990 was granted first ACP in 2002 but qualified for second MACP on 2012 where as his total length of service by then would be around 22 years, should not he be granted 2nd MACP in the year 2010 only after completion of 20 years and then next when he completed 30 years

  4. An employee joined service in 1972 as LDC got promotions from time to time UDC, Asstt, Supdt and lastly promoted as Assistant Director in February, 1992. Thereafter although promotion were due after 5/7 yrs ie. 1999 and 2007 in normal routine, but no promotion was given during last 17 years till December, 2009. Person retired on supperanuation on 31.12.2009. If this employee is eligible for any benefit of ACP or not. The much junior ADs will be given the beneift of ACP and they will start drawing more pay than his senior AD retired on 31.12.2009. Since in modified ACP Scheme the stepping up is not permissisble as such he will be deprived of higher pay. In such cases can the retired person be considered for promotion from back date or he may also be given the benefit of ACP to give him justice.
