Introduction:

Swamy’s handbook is one of the most useful resource for central government servants in the form of printed books. The latest edition is Swamy’s Handbook 2010. It incorporates all the latest orders based on Sixth Pay commission recommendations.

 

Swamy’s Handbook is an easy access to Regulations, codes and manuals. Its a brief essence  of the relevent rules or orders. The first Handbook was published on 1975.

With due respect it is submitted to clarify whether a paramilitary personal can claim two transfer TA where circumstances risen mentioned below:self posted to Tripura to mizoram ,due to unit under move from Rajasthan to mizoram ,I have to join Rajasthan for individual posting,then unit again move from Rajasthan to mizoram collectively after joining of 3 months.in that cases can I claim individual transfer TA and TA for unit movement.pse intimate at my email address :bkunduuu@gmail.com.your faithfully sir.must reply sir.

  4. I had put in 24 years in A CPSU before resigning in March 2014.
    As per Approved policy of the CPSU , I can be re employed in that organisation as a fresh appointee is same pay scale drawn by me at time of resignation..This is allowed after all dues are settled including Gratuity.
    I have applied for the re employments as per the rules but the organisation wants me to surrender the Gratuity for rejoining.
    Does it mean that my services would be treated as continuous and my seniority will be intact?
    Else what happens if I am no more in first five years of service?
    Technically I have not completed Five years of continuous service and hence not eligible for any gratuity.and then will loose even 10 lakhs returned by me?
    If not then the continuity of services will be established and organisation will have to restore my seniority.
    Should I go Ahead and aceept tpo pay back my gratuity in this case and then raise the issue?
    Please guide.

  7. I am a reserved (S.T) candidate and serves in central Govt. I just want to know that can I entitled to get relaxation in marks in departmental promotion examination which was held between 22.07.1997 and 03.10.2000 as per Govt. norms.

    I am an employee in ESIC ( Employees State Insurance Corporation) Medical College, which is under ministry of labour and employment, Govt of India. We are governed by Central Govt. rules. ESIC was started in 1948, and in 2010 there was an amendment (59B) under which it decided to open educational institutes. Such medical colleges are operating in 7-8 major cities all over india. Now suddenly ESIC realises that it is short of funds and cannot support medical colleges. It has decided to either transfer these colleges to State Goverments or close them down. The state Government is in two minds as bringing them into full working condition will require lot of monetary investment.In both the cases a large numer of employees lose a Central Government (mediated by a Corporation) job. How can we persuade ESIC to maintain our Central Govt Job. Please Advice

  19. sir, i am a central govt employee i have a doubt how to calculate retirement gratuity for an employee who has qualifying service as 30 Y 8 M 8 D. can you please clear my doubt that how many SMPs to be taken as 61 or 62 or 66. i know RG = 1/4 (E x SMP)

    Can ACP granted in the higher pay scale to the next promotional pay scale when the feeder and promotional grade becomes equal due to upgradation of pay scale of feeder grade as per recommondation of 5th CPC

I am a CG employee of Customs Kolkata and working as E.O.Adhoc since 2011. after complitation of three years I could not be regularise due to a DOPT OM dt.22.07.1997 regarding lesser qualifying marks in departmental examination. I have passed the examination in the year 1999 consisting three paper out of three paper in one paper I have got 62 numbers and my deptt. told me that you need 65 numbers to regularise. Sir, I am a ST candidate I need only 52 marks for passing the paper. the aforesaid OM has been quashed by SC in their judgement dt.15.07.2014 relating to Shri Rohtash BHankar & Ors. Instead of quashed O.M. and Getting 62 marks I and some of my collegues could not regularise by the department. Pl. give suggesition and help.

    I have join the regular service as Junior Engineer (Civil) on 01.09.2003 and scale 4500-125-7000. But that time as per CPWD norms my scale Rs 5000-150-8000, accordingly I was claimed for correction of my scale which was not corrected that time. As per 6th pay commission my department was not corrected my pay band and given the pay band PB 1 – 5200-20200 (G. P-2800) instead of 9300-34800 (GP-4200). But I got first MACP after rendered 10 years services 01.09.2013 in pre-revised pay scale of 9300-34800 (GP-4200).
    But Ministry of Health, GOI corrected the pay band 9300-34800 (GP-4200) as Junior Engineer (Civil) since w.e.f 01.01.2006. and present drawn the salary as per correct pay band i.e 9300-34800 (GP-4200)
    Sir my sevice joining date as Junior Engineer (CivIl) was 01.09.2003. So, Sir give me a exact MACP period which will correct 01.09.2003 to 01.09.2013 or 2006 to 2016

    I was working in CISF as Insp/exe in the PB-2 with a grade pay 4600.From there, I applied for the post of Security Officer at CSIR-CDRI Lucknow, open recruitment in the same pay scale and grade pay, through proper channel and got selected. Now after my selection, I joined there on 04July2014 after being relieved on technical resignation by CISF ON 30th June2014. When I was relieved from CISF my basic pay was Rs.20130/. Now after joining here, I requested for my pay protection as per rule as they have fixed my basic pay at Rs.17140/ and also requested for the annual increment which was due on 1st july2014.I have requested many times for restoring my pay protection but it was denied on the ground that no rule clearly states about it and I quote the reply;
    "that the GOI order No.24 below the rule of FR&SR has been gone through and found that provision exists for protection of pay in the case of candidate recruited from Govt. service to Govt. service and from Central Autonomous bodies to PSU TO Govt. service but there is no provision for the candidate who joins their duty after due selection process from Govt,service to Central Autonomous body."
    Now, kindly help me by citing proper rules under FR&SR by application of which my pay protection would be done and I could get my due increments which has been denied to me at the time of my initial pay fixation. I have also quoted DOPT OM No.3379-E.III(B)/65 AND 13/24/92-Estt.(Pay-I) dt.22nd Jan.,1993. reg. protection of pay on technical resignation.My past service benefits like GPF,Pension etc. have been considered.
    Kindly help me also about my exact pay fixation which should be done at the time of joining.

    What is the importance of joining in time bound promotions as per central government rules. If Joining/resumption is given w.e.f. post due date of promotions what will be the effective date of promotion i.e. due date or date of resumption.

    I am in Border Security Force(central govt. Job) as SI/JE(Electrical ) since 2008. Before 2008 I was Head Constable/ Generator Operator in same Organisition . I was selected as SI/JE(Electrical ) on deputation on the Qualification of Diploma in Electrical Engineering (Distance mode) after 2 years on my performance base I was obsorbed in BSF Organisition on 11.08. 2010 on theQualification of Diploma in Electrical Engineering (Distance mode). Then they done my verification of UGC recognition from my university- distance education centre on 2012 (UGC gives ON TIME EX POST FACTO RECONGITION to my University) after probation period completed of 2 years as per their giving obsorption order.Then they was prepared seniority list of my rank. Now going 6 th year as SI/JE(Electrical) but my promotion not giving my organition and promote my juniors. When i was ask my organisition in this regard they reply me you are done diploma in distance mode and not valid by AICTE. So, not considered my promotion by C.A. Now 2 years deputation and 6 the year run after obsorbed , Total 8 th year run as SI/JE ( Electrical). Now I ask promotion for INSPR/JE(Electrical),they give me SHOW CAUSE NOTICE for my repatriation from SI/JE(Elect.) to Head Constable/Generator Operator. So there is any clear Rule/Verdict that past Centralgovt. service after permanent absorption in central govt. deptt. as per my query or its equal anymatter .if so I will purchase the same ruling book. please confirm at my email id :jeksmganesh@gmail.com

    I am a retired permanent central government employee (Asst. Director)..

    I joined Textiles Committee,( Ministry of Textiles, Govt. of India) on 30-4-1976 and was my probationary period completed after 6 months.

    was retired on superannuation after completion of 60 years on 31-8-2009.

    I have put up over 33 years service

    My first A C P was due to me on 9-8-1999

    My first A C P was delayed for 3 years 7 months and 22 days

    REASON: My A C R s was not up to the bench mark and not a single year office informed me about the deficiency in my above 23 years service.

    My first A C P was granted to me from 1-4-2003

    My second A C P was due to me on :30-4-2000

    So, my 2nd A C P was also delayed for same period 3ys 7ms and 22 days

    My second A C P was granted to me from: 12-12 2003

    My 3rd A C P was due to me on 21-1-2010 as per office.

    Since I retired on super anuation on 31-8-2009 office says i am not eligible to get 3rd M A C P.

    Office totally denied my 3rd MACP and thus i lost huge amount of salary as well as the monthly pension and it will continue for my lifelong as well as it will affect future family pension as well.

    Sir, is there any case similar to my pathetic one which was granted MACP?

    I believe that there is a great anomaly in the M A C P scheme as i believe that:

    WHEN THE SCHEME TO BE IMPLEMENTED FROM 10, 20 AND 30 YEARS PERIOD, HOW THEY CAN TAKE THE BENCH MARKS OF 12 AND 24 YEARS SCALE?

    THERE MAY BE CASES WHERE FOR 10, 20 AND 30 YEARS BENCH MARKS MAY BE ELIGIBLE FOR GETTING A C P S? (EVEN I MAY BE ELIGIBLE IF THEY VERIFY 10, 20 AND 30 YEARS BENCH MARKS)

    There may be thousands like my cases which were purely decided by one side to take revenge on their juniors or negligent decisions by senior officers, where there were no clear cut guidelines were followed or LIKE IN MY CASE NOT EVEN ONE YEAR OFFICE INFORMED ME ABOUT SHORTAGE OF MY PERFORMANCE.

    Kindly guide me how i can approach my office to get my all dues along with 3rd A C P rightfully.
