2. The incomplete & delayed project work on highways are the biggest cause of accidents on roads. Roads are the lifeline of country. Instead of going on a target to construct 100 kms every day, the lesser but better standard road may be the watchword for better road safety. The roads lying incomplete since many years may be taken up for completion with heavy penalties on the road contractors for non-completion of project on time. The departments involved in permissions,clearance NOC,compensation to land owners, litigation, traffic management , financing should all work in tandem for faster completion of project.
