Subject:- Non-Functional upgradation for Officers of Organised Group 'A' Services in PB-3 and PB-4- Clarifications
This Department vide OM dated 24.4.09 issued instructions regarding non-functional upgradation for officers of Organised Group 'A' Services in PB-3 and PB-4 . Subsequently vide OM dated 21.5.09, details regarding the batch of officers belonging to the IAS and who have been posted at the Centre in various grades of PB-3 and PB-4 w.e.f. 1.1.2006 as well as the date of posting of the first officer belonging to the batch were indicated. In this connection, clarifications have been sought from this Department by some Ministries/Departments and by individual representations. The same have been considered by this Department in consultation with Department of Expenditure and following clarifications are issued.
Point of doubt Clarification 1. This office Memo refers to the term Since different services have 'Batch'. I was inducted to organized group 'A' service from group 'B' service directly at STS grade ( e.g. 10000-325-15200 ) in pre -revised scale during 1991. Since no IAS batch is available for comparison, to determining my date of group 'A' at JTS grade. Hence i may be given benefit of 7 (seven) years as shown eligible for non functional up gradation from JTS TO STS LEVEL. My seniority as JTS may be given from 1984.

I was inducted to organized group 'A' service from group 'B' service directly at STS grade ( e.g. 10000-325-15200 ) in pre -revised scale during 1991. Since no Direct Officer (In Junior Time Scale ) is promoted to Senior Time Scale during 1991,Hence, no Direct Officer is available in my department so as to club the seniority for comparison, to determining my date of joining group 'A' at JTS grade. Hence i may be given benefit of 7 (seven) years as shown eligible for non functional up gradation from JTS TO STS LEVEL. My seniority as JTS may be given from 1984.Accordingly Non Functional Up-gradation from Grade Pay 8700 to the grade pay of 10,000 may be given from 26-10-2006. Hariom
