Air India pilots called off their four-day long strike over cut in their performance-linked incentives (PLI) and arrears on Wednesday morning.



Addressing a press conference in New Delhi on Wednesday Captain VK Bhalla said the pilots association decided to call off their stir following Centre's intervention.

The Indian Institute of Management, Ahmedabad (IIM-A) has accepted the pay structure revision as suggested by the Centre but has kept its implementation in abeyance for a month due to some concerns.

"The IIM-A faculty council has accepted the decision on the pay structure revision suggested by the government in principle, but we have some concerns regarding promotion and recruitment policies," IIM-A Director Dr Samir Barua told reporters today, while speaking about major decisions taken at the institute's Board of Governors meeting held last week.

Orissa Government pensioners to get 30% arrears


The Orissa government has decided to give 30 per cent of the arrears of the revised pension to the pensioners and family pensioners.

Forty per cent of the arrears, which arose due to the revision of pension from January 1, 2006, was paid in the last fiscal. The state finance department has come out with the required notifications in this regard.

The finance department has requested all secretaries, heads of departments and the collectors to take effective steps for drawing of 30 per cent of arrears out of the remaining 60 per cent arrears on account of the revision of pension. The government pensioners who were getting pension before and after 2006 will benefit from the decision.

Department of Posts India, has launched a novel scheme for government employees this festival season by announcing that if they buy gold coins from the department they can get a rebate of 6 per cent.

For the ongoing festive month, the Postal department has launched the scheme to give a rebate of 6 per cent on the purchase of gold coins from September 24 till October 24 to all the government officials.

Besides this, a scheme for general customers was also launched where 0.5 gm gold would be given free to all those who would purchase 10 gm gold from the post office.

Sixth pay benefits to University staff in Madhya Pradesh

State government has issued due orders to grant benefit of sixth pay commission to officers and employees of all the seven Universities on Wednesday. Government has authorised university administration to give the benefit of pay scale to the employees. Due to this there will be no additional financial burden on the Government.
According to the orders issued by Higher Education Department conditions have been fixed to grant pay scale to professors in the university. Department has clarified that the University will bear the additional burden of finances though its sources. Barring grant State government will not give any other financial help. Higher Education Department has made it clear that University will be able to give benefit of new pay scale to its employees after making estimate of its financial resources by consent of competent officer.
It is worth mentioning here that in all the seven universities of State officers and employees were agitating for sixth pay scale. Due to this work of universities was stalled.

Indian Institute of Technology (IIT) are observing a day long hunger strike to reiterate their disagreement with the Human Resource Ministry’s revised notification on Sixth Pay Commission.

They submitted a memorandum to withdraw the 40 per cent cap on promotion of professors to the senior grade, but the ministry has rejected their demand.

Union Human Resource Development Minister Kapil Sibal, said the government wants to give more freedom to elite institutes provided they come up with a futuristic vision on achieving excellence.

The much awaited announcement of the 4th Pay Commission pay scale revision was announced.

With almost three-fold increase in the new pay scale, the announcement has brought cheers to the government employees. While making this announcement,Chief Minister Mr. Chamling said the State Government has provided the best fixation package to the employees keeping all aspects in mind.

At the same time, the Chief Minister said a major chunk of the State budget would be now spent on paying the salaries thus hindering developmental works in Sikkim. He added that no allowances has been deducted in the 4th Pay Revision and 12.5% extra payment will be made to those government employees working outside the State of Sikkim.
Also mentioning about the interim relief of Rs 25,000 for the employees he said the total amount of Rs 170 crores would be distributed as an interim relief for the employees very soon.
According to an IPR release, the State Cabinet in its meeting held on September 17, 2009 approved the report of the Committee of Secretaries on the recommendation of the 4th Pay Commission and approved the revised Pay Bands with Grade Pay and allowances proposed by the 4th Pay Commission with modifications.

PAY STRUCTURE
1. Minimum entry pay of Group D service is Rs. 7200 compared to Rs. 7000 at the Central Government.
2. New Pay Scale of Rs. 10,000/- have been introduced for Superintendent of Police and Principal Senior Secondary School.
3. Pay Scale of Rs. 7500-12500 in Health, Nursing and Forest Services has been abolished.
4. Treating teachers as a distinct group, a three tier pay structure in the Central pattern has been approved for implementation. The maximum enhancement is in the revised pay of teachers including heads of the schools. This has been given attaching prime importance to this service so that the best available talent in the State is attracted to join this profession. Furthermore, there is a general tendency among the in service teachers to join the administrative posts and this enhanced incentive would curb this tendency. In the revised pay structure of the teachers, elements of the Assured Career Progression are embedded.
5. A uniform Scheme of Assured Career Progression have been approved for the general State Government employees.
6. The Annual Increments will be payable @ 3% of the revised pay in the Pay Band and Grade Pay uniformly on First of July, each year.

ALLOWANCES:
7. Dearness Allowance would be payable at par with the Central Government.
8. House Rent Allowance would be paid at the rate of 15% of the revised pay for employees posted in Sikkim, Siliguri and Darjeeling and @ 20% for those posted in New Delhi and Kolkatta subject to a minimum of Rs. 1500/- per month.
9. The Difficult Area Allowance and High Altitude Allowance have also been suitably enhanced.
10. Washing Allowance to Nurses has been introduced.
11. Ration Allowance, Uniform Allowance to Police Personnel have been suitably enhanced.
12. Death-cum-Retirement Gratuity (DCRG) have been enhanced from the existing limit of Rs. 3.5 lakhs to Rs. 10.00 lakhs.
13. Medical Relief to the Pensioners have been enhanced from existing Rs. 500.00 to Rs. 1000.00 per month.
14. The existing practice of medical re-imbursement will be continued.
15. Over all pay structure in parity with revised Central Pay structure with some enhancement given in the selected category like 4th grade and the teachers

IIT, IIM Faculty to go for strike over pay plan

Earlier the HRD ministry has issued the Pay notification. The assistant professors in the IITs, Indian Institutes of Management (IIMs) and the Indian Institute of Science (IISc) will also move to a payscale of Rs37,400-67,000 per month after completion of three years of service, with an academic grade pay of Rs9,000 per month, with designations remaining the same.
Unhappy with the provisions of the HRD Ministry’s September 16 order on salary structures for all Centrally Funded Technical Institutions, the faculty at the Indian Institute of Management – Ahmedabad has decided to wait for a month before deciding on the future plan over pay revision.
The Governing Board of IIM-A will now hold a meeting on September 25 to discuss the steps to be taken concerning the HRD Ministry's order on pay structures of staff and faculty of Centrally Funded Technical Institutions.

Directors of the Indian Institutes of Technology (IITs) are fine-tuning a Performance Related Incentive Scheme (PRIS) which they are expected to place on the table later this week to defuse the stand-off with protesting faculty across all seven IITs.

Under this, an incentive equivalent to “two to four months of salary” could be offered annually to faculty depending on their performance which will be quantified on key indicators.

The PRIS will be based on the Sixth Pay Commission.

DA orders has been issued by the Finance Ministry.
The Dearness Allowance payable to central govt employees shall be enhanced from the present 22% to 27%.

The revised Rates will be effective from 01-07-2009. The additional installment of Dearness Allowance payable under these order will be paid in cash to central govt employees.
The orders shall also apply to the civilian employees paid from the defense service estimates and the expenditure will be chargable to the relevent head of the Defense service estimates.
In regard to armed Forces personal and railway employees separate order will be issued by the ministry of Defense and Ministry of Railways respectively.

As the persons serving in Audting and Accounts department are concerned , the orders issue after consultation with Controller and Audit General of India.

Govt employees In Karnataka to get medical bonus

Dusara Gift to government employees in Karnataka. Government has extended Dasara gift to its 5 lakh-odd employees. All staffers will get medical facilities prescribed under the Central Government Health Scheme (CGHS).

The cabinet on Tuesday decided to revise rates of employees' medical treatment by amending Karnataka Government Servants' (Medical Attendance) Rules, 1963.

Earlier, medical reimbursement rates were quite low. For instance, Rs 200 had been fixed as ward charge per day, while the Centre offered Rs 1,000 per day.

However, the reimbursement rates differ according to the pay scale of the employees.

Railway employees to get 75 days bonus

Govt announces productivity linked bonus for non-gazetted railway employees for 75 days for the financial year 2008-09. Around 13.05 lakh employees of the Railways wil get bonus.

The decision that will have financial implications to the tune of Rs 889 crore was taken at the Union Cabinet meeting chaired by Prime Minister Manmohan Singh.

The beneficiaries of the bonus would be non-gazetted employees of the railways and exclude Railway Protection Force and Railway Protection Special Force, Information and Broadcasting Minister Ambika Soni told reporters.

This will be the highest productivity-linked bonus to be made by the Railways. Last year, the bonus was paid for 73 days of wages.

The wage calculation ceiling prescribed for payment of the bonus to non-gazetted railway employees is Rs 3,500 per month.

One rank one pensin protest. Ex servicemen returns medals

Ex-servicemen on Sunday returned about 5,000 service medals to the President in protest against the attitude toward one rank one pensin scheme.

A ten-member team led by General (retd) B K Ranjan returned the medals — which 4,000 ex-servicemen had voluntarily deposited — to the President, Maj-Gen (retd) Satbir Singh, vice-chairman of the Indian Ex-Servicemen Movement (IESM), said. The organisation deposited the service medals to make the government see the demands, he added.It is because of the bureaucracy and political parties that our demands remain unaddressed.

Sub: - Productivity Linked Bonus for the Accounting year 2008-2009


I am directed to convey the sanction of the President of India for payment of Productivity Linked Bonus for the accounting year 2008-2009 equivalent of emoluments of 60 (sixty) days to the employees of Department of Posts in Group 'D', Group 'C', and non-gazetted Group 'B'. Ex-Gratia payment of Bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and Adhoc payment of Bonus to Casual laborers who have been conferred Temporary Status are also to be paid equivalent to allowances/wages/respectively for 60 (sixty) Days for the same period.


1.1 The calculation for the purpose of payment of Bonus under each category will be done as indicated below.


2. REGULAR EMPLOYEES:

2.1 Bonus will be calculated on the basis of the following formula:-

Average emoluments X Number of days of Bonus

30.4 (Average no. of days in a month


2.2 The term "Emoluments" for regular Departmental employees includes Basic Pay, Dearness Pay, Personal Pay, Special Pay (Allowances), S.B.Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance given to Faculty Members in Training institutes. In case of drawal of salary exceeding Rs.3500 (Rs.Three Thousand five hundred only) in any month during the accounting year 2008-09, the emoluments shall be restricted to Rs.3500/-. (Rs.Three Thousand five hundred only) per month only.


2.3 "Average Emoluments" for regular employees is arrived at by dividing by twelve the total salary drawn during the year 2008-09 for the period from 1.4.2008 to 31.3.2009, by restricting each month's salary to Rs.3500/-(Rs.Three Thousand five hundred only) per month. However, for the periods of EOL and Dies- Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.3500/- (Rs.Three Thousand five hundred only).


2.4 In case of those employees who were under suspension, or on whom dies-non was imposed or both, during the accounting year, the clarificatory orders issued vide para 1 & 3 respectively of this office order No. 26-8/80-PAP (Pt.1) dated 11.6.81 and No. 26-4/87-PAP (Pt.ii) dated 8.2.88 will apply.


2.5 Those employees who have resigned, retired or left service or proceeded on deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts on or after 1.4.21008 will also be entitled to Bonus. In case of all such employees, the Bonus admissible will be as per provisions of Para 2.1 to 2.3 above.


3. GRAMIN DAK SEVAKS (GDS)


3.1 In respect of Gramin Dak Sevaks who were on duty throughout the year during 2008-2009, average monthly Time related continuity allowances will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2008 to 31.3.2009 divided by 12. However, where the T9ime related continuity allowance exceeds Rs.2500/- (Rs. Two thousand five hundred only) in any month during this period the allowance will be restricted to Rs.2500/- (Rs. Two thousand five hundred only) per month. Ex-gratia payment of Bonus may be calculated by applying the Bonus formula as mentioned in below:

3.2 The allowance drawn by a substitute will not be counted towards Bonus calculation for either the Substitutes or the incumbent Gramin Dak Sevaks. In respect of those Gramin Dak Sevaks who were appointed in short tem vacancies in Postmen/Group 'D' cadre, the carificatory orders issued vide Directorate letter No. 26-6/89-PAP dated 6.2.1990 and No. 26-7/90-PAP dated 4.7.91 will apply.


3.3 If a Gramin Dak Sevak has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he will be paid proportionate ex-gratia Bonus calculated by applying the procedure prescribed in Para 3.1.


3.4 Those Gramin Dak Sevaks who have resigned, discharged or left service on or after 1.4.2008 will also be entitled to proportionate ex-gratia Bonus. In case of all such
Gramin Dak Sevaks, the ex-gratia Bonus admissible will be as per provisions of Para 3.1 above.


3.5 In case those Gramin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this office order No. 26-8/80-PAP (Pt-I) dated 11.6.81 and No. 26-4/87-PAP (Pt.II) dated 8.2.1988 will apply.


4. FULL TIME CASUAL LABOURERS (INCLUDING TEMPORARY STATUS CASUAL LABOURERS)


4.1 Full Time Casual Labourers (including Temporary Status Casual Labourers) who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.3.2009 will be paid ad-hoc bonus on notional monthly wages of Rs.1200/-(Rs.Twelve hundred only)


The maximum ad-hoc Bonus will be calculated as below:


(Notional monthly wages of Rs.1200) X (Number of days of Bonus)

30.4 (average no. of days in a month)


Accordingly the rate of Bonus per day will work out as indicated below:

The above rate of Bonus per day may be applied to the number of days for which the services of such casual laborers had been utilized during the period from 1.4.2008 to 31.3.2009. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2008 to 31.3.2009, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc Bonus due in such cases.


5. The amount of Bonus/ex-gratia payment/Ad-hoc Bonus payable under this order will be rounded to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head 'Salaries' under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2009-10.


6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures be intimated to the budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of Bonus paid and the total number of employees (category-wise) to whom it was disbursed for the Department as a whole.


7. This issue with the concurrence of Integrated finance wing vide their diary No.192/FA/09/CS dated 10-09-2009.

Central government employees to get 5% more DA (Dearness Allowance)with effective from 1 july 2009.

The decision was taken at a meeting of the union cabinet. Information and Broadcasting Minister Ambika Soni told reporters in New Delhi after the meeting.

The dearness allowance will now increase from current 22% to 27.77%. With this increase the total expenditure of the central government will go up to Rs 2,904 crore this fiscal year.

Pensioners will also get 5% hike in Dearness Relief.

The hike in DA will be applicable accordance with the 6th Pay Recommendations.

Government is considering a proposal to raise the tax exemption limit on monthly transport allowance to Rs.3,200 a month from Rs.800. The proposal is being studied by the finance ministry. The move will benefit a large proportion of salaried employees to lower their tax planning by nearly Rs.9,000 a year.

The proposal follows a similar hike for government servants under the Sixth Pay Commission award. However, the private sector employees are expected to benefit as well from the proposal. A decision is expected soon.

In case the proposal materializes, it would lead to an yearly additional exemption of Rs.28,800, and a tax saving of Rs.8,899 a year, including cess, to those in the highest tax bracket.

The Central Board of Direct Taxes, which has the power to formulate and change rules, is exploring the possibility of hiking the exemption through a notification.

The rates of honorarium payable to the I0 /PO in the case of departmental inquiries were last revised in the case of serving Government employees functioning as part time IQ/PO and in the case of retired Govt Servants functioning as IO.

The existing rates of honorarium as prescribed in the aforesaid OMs was reviewed in consultation with the Ministry of Finance. As a result of review, it has been decided to revise the existing rates of the honorarium, payable, to I0/PO. The rates of honorarium as revised are indicated below.

a) Inquiry Officer (Part time Serving Govt employees) Rs. 3000/-Maximum and 1500 /- Minimum.
b) Presenting Officer (Part time serving Govt employees) Rs.1500/maximum and 750 /- Minimum.
c) Retired Govt Servants as Rs.9750/ . (lumpsum) Plus Inquiry Officers 1500/- for every additional charge.


The grant of revised rates of honorarium as above will be subject to the same conditions stipulated previously. These orders will take effect from the date of issue and will also apply to inquiries in progress.

Government employees in Meghalaya to get 32 pc pay hike

Meghalaya government has announced an overall pay hike of 32 per cent for all its employees with retrospective effect from January 1, 2007.

After a cabinet meeting last night, Chief Minister DD Lapang said the revised pay scale as recommended by the state's fourth pay commission will be implemented from October 1.

The state government will have to spend Rs 330 crore annually on salaries of about 70,000 employees.

Arrears, amounting to Rs 660 crore, would be divided between the current financial year and the subsequent years in the ratio of 40:60.

Meghalaya will require Rs 545 crore to implement the new pay scales. "The central government has assured us of a Rs 260 crore assistance for the purpose," Lapang said adding that for the remaining amount the state government will have to mobilise additional resources.

Orissa Government to pay 30 pc arrear salary

The State Government had already paid 40 per cent of the arrear salary on account of the hike subsequent to the Sixth Pay Commission recommendations. The rest 30 per cent will be paid next year.

The arrear dues of the Government was nearly Rs 6,000 crore. The expenditure of the Government for payment of arrears this time will be Rs 1,676 crore.

Already, arrears worth Rs 2,100 crore had been paid. This will be an additional burden of Rs 3,776 crore on the exchequer besides the enhanced salary after the Government accepted the recommendations of the Pay Commission. The annual salary bill has gone up by Rs 1,400 crore after the salary increase.

The State Government has decided to raise its tax resources to Rs 10,000 crore to meet the whopping burden on account of the increased salary and other welfare measures launched by it.

In the supplementary budget last year, the Government had made an allocation of Rs 2,255.36 crore for salary as per the Sixth Pay Commission recommendations.

In the current year budget, Finance Minister Prafulla Chandra Ghadei had announced the possibility of borrowing to finance increased expenditure.
